The Cabinet Meeting

May 21 1999 

 

In the afternoon of 21 May 1999 at 15:30 at the Council of Ministers there was a Cabinet meeting presided over by Samdech Hun Sen Prime Minister of the Royal Government of Cambodia in order to review and adopt:

  1. The application for the entry of World Trade Organization (WTO)
  2. Draft law on the electricity of Kingdom of Cambodia
  3. Draft sub-decree on placing civil servants, court, national police, and Royal Cambodian Armed Forces officers outside original frameworks
  4. Others

After the view exchanging and discussions, the cabinet approved as following:

The application for the entry of WTO

The Cabinet gave a green light to the ministry of commerce to apply for the entry of World Trade Organization by deciding to officially submit the memorandum of the foreign trade regime of Kingdom of Cambodia to the Organization's secretariat in order to prepare discussions with 134 WTO member countries to scrutinize and approve. 

Draft law on the electricity of Kingdom of Cambodia

The Cabinet approved of the draft law on the electricity of Kingdom of Cambodia to organize the framework for electricity supply and common regulations on electricity services by Cambodian electricity authority. The draft law also states punishments by stressing that the stealing, meddling or damaging materials, supply equipment, or other facilities of the electricity license bearers intentionally must be regarded as penal offences and fined between 40,000,000 and 400,000,000 riels or imprisoned between 1 and 5 years or faced both punishments, not including damages.  

Draft sub-decree on placing civil servants, court, national police,

and Royal Cambodian Armed Forces officers outside original frameworks

The Cabinet approved of the draft organized by the secretariat of state of public work. The draft sub-decree places civil servants, court, national police, and Royal Cambodian Armed Forces officers outside original frameworks and determined the condition of the officers within framework, out of framework, and retired officers.

Others

The Cabinet set important tasks for the forthcoming practice:

  1. On June 14 1999 the Royal Government is holding a meeting with the donor countries to report the results of the Royal Government's work to the donors and people, including the result of the Consultative group meeting held in Tokyo on February 01, 1999 and the results of other work done up to June 1999.
  2. The Cabinet agreed not to allow any civil servants of all levels, especially those about to retire, to convert their name, and age or lower their age.
  3. The Cabinet decided to send back the tasks to secretariat of state of public work to cooperate with the Council of lawyers of the Council of Ministers in order to amend the law on co-statutes of the civil servants, so that the court can have the right to charge the civil servants who committed offences, in the aim of eschewing the terms "impunity culture", but before any charge filed against those appointed by Royal Decree or sub-decree and those controlled by institutions, the leaders of Royal Government have to be informed within as long as 48 hours and the chairmen of institutions have to be informed within as long as 72 hours; meanwhile there must be an article to protect any officers who are violently charged by the court.
  4. The Cabinet decided to send the task back to H.E. Sok An - Senior Minister in charge of the Council of Ministers - to coordinate with IMF party because IMF party had proposed the Royal Government to continue to reduce the enormous size of the civil servants and, on the other hand, the Royal Government has already reduced the size of civil servants three times.
