H.E. Mr HOR Namhong, Senior Minister, Minster of Foreign Affairs and International Cooperation, in his letter dated April 1, 1999 addressed too H.E. Mr IGOR Ivanov, Minister of Foreign Affairs of the Russian Federation, has put on the record the official opposition of the Royal Government of the Cambodia on the present situation in the Federal Republic of Yugoslavia as follows:

-Cambodia strongly condemns the recourse to the use of forces in international relations contrary to the letter and spirit of United Nations Charter and international legality.

-The Kingdom of Cambodia appeals to the concerned parties to adhere to the principles enshrined in the United Nations, especially those prohibiting the threat or use of force against the territorial integrity or political independence of any state, or in any manner inconsistent with the Purposes of the United Nations.

-With regard to the very dangerous situation in Yugoslavia, the Kingdom of Cambodia earnestly calls upon all parties concerned to give due consideration to the legitimate aspiration of the population of Kosovo and respect to the sovereignty and territorial integrity of the Federal Republic of Yugoslavia, a sovereign state, member of the United Nations.

-Only a political solution can bring just settlements to the current use of forces and humanitarian crisis we are now witnessing in Yugoslavia.
