On the morning of February 11, 2000 at 8:30 the Council of Ministers convened a plenary cabinet meeting, presided over by H.E Sar Kheng Deputy Prime Minister of the Royal Government of Cambodia in order review and pass:

1. Draft Royal Decree on separate statutes of the framework of administration managing officials.
2. Draft Royal Decree on separate statutes of the framework of senior administration officials of the Interior Ministry.
3. Draft subdecree on the procedures to make Land Register Plans and Reference Land Books.

After the active discussion and view exchanges, the cabinet achieved the results as follows:

Draft Royal Decree on the separate statutes of the framework of administration managing officials

The Cabinet approved the draft royal decree organized by secretariat of state for civil service with the aim to control the administration officials of ministries and institutions, except for the officials of Interior Ministry controlled by a separate royal decree.

Draft Royal Decree on separate statutes of the framework of senior administration officials of the Ministry of Interior

The Cabinet approved the Draft royal decree organized by the Ministry of Interior in close collaboration with the secretariat of state for civil service.

The Draft royal decree on separate statutes of the framework of senior administration officials of the Ministry of Interior has similar contents to those of the Royal decree on separate statutes for the framework of administration officials of the secretariat of state for civil service.

Draft subdecree on the procedures to make Land Register Plans and Reference Land Books

The Cabinet approved the draft subdecree on the procedures to make Land Register Plans and Reference Land Books organized by the Ministry of Planning, Urbanism and Construction. The subdecree determines the procedures of making Land Register Plans and Reference Land Books through the judgement of local system. The subdecree also states that the Ministry of Planning, Urbanism and Construction can authorize the provinces and cities with sufficient qualities to issue a certificate of ownership of stationary assets or a certificate of occupation of stationary assets through their own judgement.

The Cabinet meeting ended at 12:00p.m.
