On January 14, 2000 morning at 8:30 the Cabinet convened a plenary meeting, presided over by Samdech HUN SEN Prime Minister of Royal Government of Cambodia in order to review and pass:
Before starting to discuss the agendas, the Cabinet listened to the reports made by H.E SOK AN Senior Minister in charge of Council of Ministers and chairman of working group about the final changes in the draft law on the creation of an Extraordinary Prosecution Body in Cambodian Court to try the crimes committed during the regime of Democratic Kampuchea. To show Cambodia's will to judge crimes in accordance with an international standard, the Cabinet approved the changes in the points on the competence of the Supreme Court and the principle of Co-investigating judges, which means that foreign judges are present both in the process of investigation (Co-investigating judges) and in the process of prosecution (Co-prosecutors) and in the process of reaching a final decision (the presence of a foreign judge in the Extraordinary Prosecution Body). The Cabinet approved the changes and decided to submit the draft to the National Assembly for passage.
Draft Subdecree on the organasation and functioning of Ministry of Economy and Finance
The Ministry of Economy and Finance has the mission to lead and control economic and financial fields with the aim to sustain economic development and promote people's living standard on the foundation of market economy and social equity. After thoroughly examining the contents of the draft subdecree reported by H.E Keat Chhon and after actively discussing, the Cabinet approved the draft subdecree.
Draft Public investment projects for 2000-2002
Documents of public investment projects submitted by Ministry of Planning to the Council of Ministers for today approval are the type of annually organized documents. This is the fifth time that the Ministry of Planning has organised the public investment projects for every three years. The documents for 2000-2002 divide into four parts -Priority of development, Macro-economic policy framework, policy framework in spheres and public investment projects. In the documents of public investment projects for 2000-2002, the cost of investment project is about 1,086 million dollars, and the cost of technical project is at 314 million dollars. The operating projects and the already-contracted projects are at 864 million dollars. The Cabinet reviewed and approved the public investment projects for 2000-2003.
Others
The issue of illegal logging in Mandulkiri is one of the main topics for the Cabinet meeting today. Seeing that the case of illegal logging is serious and needs urgent measures, the Cabinet agreed to the request of H.E Deputy Minister and Co-minister of interior Sar Kheng to establish and inter-ministerial commission in order to deal with the issue. The commission is composed of:
- Minister of National Assembly relations and inspection Chairman.
- Co- Secretary of State for Interior Ministry Vice-chairman.
- Co- Secretary of State for National Defence Ministry Vice-chairman.
- Commander-in-chief of RCAF Member.
- Ministry of Economy and Finance Member.
- Ministry of Agriculture Member.
- Ministry of Environment Member.
- Ministry of Justice Member.
