On January 6, 2000 morning at 8:30 the Council of Ministers convened a plenary meeting, presided over by Samdech HUN SEN Prime Minister of Royal Government of Cambodia in order to review and discuss:
After the active discussions and view exchanges, the Cabinet achieved the results as follows:
Draft law on the creation of Extraordinary Prosecution Body in Cambodian court in order to try the crimes committed during the regime of Democratic Kampuchea.
The cabinet highly assessed the effort made by the working group to materialize the draft law. It approved the extra changes that can bring the law to a higher standard. The law was born from all the spirits, intelligence, and opinions of national and international legal experts and was based on the two big laws in the world in conformity to Cambodian current situation and reaching required standard acceptable to international lawyers. The law is designed to judge the top leaders of Democratic Kampuchea and those held accountable for the severe violations of Cambodian criminal law and international, laws and conventions recognized by Cambodia, and the crimes committed between April 17, 1975 and January 06 1979. The Cabinet approved the draft law and is to submit to the National Assembly for passage.
Draft subdecree on the procedures for constructing land register plans and reference land books.
Having discussed and exchanged views. The cabinet adjourned the draft of subdecree to review it while the ministry thoroughly re-scrutinizes it in accordance with technical feature.
Others.
The Cabinet decided as follows:
- An urgent investigation must be conducted into illegal logging in Mandulkiri.
- Co-ministers of Interior must commence the process of investigation and impose severe punishment with no any mercy spared.
- The Ministry of Agriculture, and Environment must be in charge of this issue.
The Cabinet requested the Ministry of Finance and National Bank of Cambodia to consider a possibility to issue and sell treasury bonds in order to collect capital for the development of infrastructure.
