On December 17, 1999 morning at 8:30 the Council of Ministers convened a plenary Cabinet meeting, presided over by Samdech HUN SEN Prime Minister of Royal Government of Cambodia in order to review and pass:

1. Draft Subdecree on the creation of Royal University of Agriculture- The Establishment of Public Administration.
2. Draft Subdecree on the control, production and exploitation of Kingdom of Cambodia's map.
3. Others.

After the active discussions and view exchanges the Cabinet achieved the results as follows :

1- Draft Subdecree on the creation of Royal University of Agriculture- The Establishment of Public Administration.

The Cabinet approved the draft subdecree, allowing Royal University of Agriculture to become the Establishment of Public Administration under the guardianship of the Ministry of Agriculture, forestry and fisheries, and the Ministry of Economy and Finance. The job of Royal University of Agriculture is to train agricultural technicians of high-school level, retrain technicians, to enhance both quantities and qualities to meet the needs across the country. Royal University of Agriculture is the chief of staff of the Royal government in proposing training projects and dispatching high-school and secondary-school experts for agricultural purposes in the locality.

2- Draft Subdecree on the control, production and exploitation of Kingdom of Cambodia's map.

The Cabinet approved the draft subdecree aimed at publicly preventing the publication and the use of the map, not in satisfying quality, requiring those who produce and exploit all types of map of Kingdom of Cambodia to apply for a license. Land Registration Department General of the Ministry of Planning, Urbanism and Construction is the only institution having the job to make a geographical map or other types of Kingdom of Cambodia and to control and supervise the publications of all types of Cambodia's map, aimed at ensuring its quality. The subdecree also stipulates that the publication of all types of Cambodian map internally must and externally have prior license and issued visa from the Ministry of planning, urbanism and construction.

3-Other

For other agendas the Cabinet decided as follows.

- From now on the appointment of a chairman and members of Administration Council of Public Establishments have to in principle choose public works officials, namely not officials from political affairs.

- On 24 December 1999 the Cabinet is to convene a meeting to pass a draft law on the trial of Khmer Rouge leaders.

The Cabinet meeting ended at 11: 30 am
