The Cabinet Meeting
03 December 1999

On December 03, 1999 morning at 8:30 the Council of Ministers convened a plenary cabinet meeting, presided over by H.E. Sar Kheng Deputy Prime Minister of Royal Government of Cambodia in order to review and pass.

After the active discussions and view exchanges the Cabinet achieved the results as follows:

The draft memorandum between the Royal Government of Cambodia and Foreign Non -Governmental Organizations (NGOs)

 

The cabinet approved the draft memorandum organized by the Ministry of Foreign Affairs and International co-operation. The draft memorandum is the standardized one consisting of common conditions in order to be signed with foreign NGOs working in Cambodia. The draft memorandum states that the Royal Government of Cambodia has the duty to recognize that foreign NGOs are ones set up by the individuals or other groups, performing humanitarian jobs, social development for the sake of social welfare and public benefits and not benefiting from the jobs. NGOs do not serve any political parties.

The Royal Government of Cambodia allows foreign NGOs to open their offices in Phnom Penh or in other provinces in order to do humanitarian jobs and carry out their projects permitted by laws and regulations of Kingdom of Cambodia and implement their tasks in conformity to this memorandum.

Others

The cabinet attentively listened to Samdech Prime Minister's orders dated December 3, 1999 to prevent irregularities of law enforcement, strengthen social order and security and contribute to judicial reform.
