ANNOUNCEMENT
on
the measures of the Commission for Monitoring the Foreigners

According to the Decision of the Royal Government of Cambodia No. 66, dated October 7, 1999,on the formation of the Commission for Monitoring the Foreigners, to consolidate the management of the foreigners who had illegally immigrated in the Kingdom of Cambodia as well as to strengthen the implementation of the Immigration Law and the Labor Law, the Royal Government of Cambodia will take measures in monitoring the foreigners who live and work in factories, enterprises, clubs of entertainment, hotels, guest-houses, renting houses, restaurants in the Kingdom of Cambodia .

In order to proceed this monitoring with an atmosphere of understanding, harmonious manners and solidarity between the concerned parties in full conformity with the laws of the Kingdom of Cambodia and the international practices, the Commission for Monitoring the Foreigners has received the authorization from the Royal Government of Cambodia to issue the announcement as follows:

  1. Foreigners who have been staying in the Kingdom of Cambodia and have not fulfilled yet the formal documents yet are invited to officially and legally fill their documents at the competent institutions of the Royal Government of Cambodia.
  2. Foreigners who stay and work without legal papers or illegally are invited to voluntarily present themselves to the competent authority within the period of 15 days, at the latest, after the date of issuing this announcement.
  3. Those who voluntarily present themselves on time to the competent authority, the Royal Government of Cambodia will not charge them of any case, On the contrary, in the case of avoiding to appear themselves on time, they will be charged following their wrongdoings on the base of the Laws in force of the Kingdom of Cambodia.
  4. The owners of the factories, enterprises, clubs of entertainment, hotels, guest-houses, renting houses, restaurants who employ, allow to stay or hide the illegal immigrants in the Kingdom of Cambodia will be charged by the Laws in force.
  5. The Royal Government of Cambodia will offer the prizes to anybody of the authority, the competent forces and the people who provide the information concerning the hide of the illegal immigrants. The offices which welcome the information and the presence of the illegal immigrants are the Inspectorates of the Police at the districts, the Provincial Office of Social Affairs, labour, Vocational Training and Youth Rehabilitation or the Secretariat of the Commission for Monitoring the Foreigners located at the Department of Employment and Manpower of the Ministry of Social Affairs, Labour, Vocational Training and Youth Rehabilitation. The prizes are classified in 2 levels, namely 200 thousand Riels for the information of 5 illegal immigrants downward and 400 thousands Riels for the information of more than 5 illegal immigrants.
  6. The competent authority concerned has to strictly execute this monitoring work because this task is to aim strengthening the implementation of the Immigration Law and the Labour Law, and to strengthen the obligations of the foreigners staying in the Kingdom of Cambodia.

It is absolutely prohibited to avail the occasion to use the competence and authority to find out the individual interests which is in the contrary of the principles of the Commission. In the near future, the Royal Government of Cambodia will put in use the computerizing system in managing the foreigners.
