the cabinet meeting

September 17, 1999

  1. Draft subdecree on the organization and functioning of the Ministry of Women’s and Veteran’s affairs.
  2. Draft directive on strengthening and broadening the movements against the trafficking of women and children.
  3. The request of the Ministry of Commerce for permission from the cabinet on : 1-Protocol on the special arrangement for Sensitive and highly Sensitive products. 2-The Extension of Memorandum of Understanding concerning cooperation on standards and conformance between the Government of Brunei Darussalam, the Republic of Indonesia, Malaysia, the Philippines, Singapore, the Kingdom of Thailand and the Socialist Republic of Vietnam and the Government of Australia and New Zealand as Parties to the Australia – New Zealand Closer Economic Relations-CER Trade Agreement to include the Kingdom of Cambodia, Lao People’s Democratic Republic and Union of Myamar.

 Draft subdecree on the organization and functioning of

the Ministry of Women’s and Veteran’s affairs

The Cabinet approved the draft sub-decree, stating that the Ministry of Women’s and Veteran’s affairs is given missions by the Royal Government to lead and control Women’s and Veteran’s affairs in the Kingdom of Cambodia.

In the field of Women’s affairs. the Ministry of Women’s and Veteran’s affairs has the job to lead and control all state social affair services of civil society to assist women and introduce social solidarity actions to assist those women vulnerable to danger such as old aged women, disabled, sex trafficking and so in. organize and implement national policy to enhance women status, increase women rate on large numbers to understand and participate in political affairs, techniques, and service sectors especially in the affairs of economy, judiciary, information, education, culture and social development. Cooperate with the relevant ministries, taking measures against the trafficking of women and children and take measures to prevent women from prostituting themselves. Cooperate with relevant institutions in order to prevent the spread of sexually transmitted diseases in particular AIDS.

In the field of veteran’s affairs. Arrange to integrate the veterans and their families into the community by improving their living standards and non-discrimination and educate them to understand the value of their jobs, duties in the family, community and society in order to achieve the development, control retirement pension, and job disability pension, job for soldiers of the Royal Cambodian Armed Forces, determined by laws on retirement pension and job disability pension for soldiers of the Royal Cambodian Armed Forces, Control and deal with the policy for the families of soldiers, fallen soldiers, disabled soldiers, deceased soldiers, missing soldiers.

Draft directive on strengthening and broadening the

movements against the trafficking of women and children

The Cabinet approved the draft directive in the aim of preventing and cracking down on woman and child abducting and trafficking because women and children are indispensable momentum in the society, are mothers of the nation and the successors of national heroes, who are needed to be promoted and delivered from disdains and exploitations of all forms; and ensure that women and children have adequate ability to live in appropriate way for the sake of nation. The draft directive also stressed that preventing and cracking down on woman and child abducting and trafficking is the main political platform of the Royal Government which is to be strongly focused on and implemented.

The request of the Ministry of Commerce for permission from

the cabinet on : 1-Protocol on the special arrangement for Sensitive

and highly Sensitive products. 2-The Extension of Memorandum

of Understanding concerning cooperation on standards and

conformance between the Government of Brunei Darussalam,

the Republic of Indonesia, Malaysia, the Philippines, Singapore,

the Kingdom of Thailand and the Socialist Republic of Vietnam and

the Government of Australia and New Zealand as Parties to the

Australia – New Zealand Closer Economic Relations - CER Trade Agreement to include the Kingdom of Cambodia, Lao People’s

Democratic Republic and Union of Myamar

The Cabinet agreed to the request raised by the Ministry of Commerce as it is a part for implementing Common Effective Preferential Tariff Scheme – CEPT Scheme in ASEAN Free Trade Area – AFTA. Moreover, the protocol is for re-confirming the date to transfer goods from sensitive or highly sensitive list into Inclusion List, tariff reduction , quota elimination and other customs duty barriers for all ASEAN members.

Pursuant to annex 3 of special conditions to include Kingdom of Cambodia into ASEAN basic agreement on services, the Kingdom of Cambodia has to hand over the List of Commitments on trading in service sectors to ASEAN Secretariat in the 31st meeting of ASEAN Ministers of Economy to be held on September 30, 1999 in Singapore. Those lists are List of Horizontal Commitments and List of Specific Commitments.
