On September 03, 1999 morning at 8:30 the Council of Ministers convened a plenary cabinet meeting, presided over by H.E. Sar Kheng Deputy Prime Minister of Royal Government of Cambodia in order to review and pass:

  1. Draft sub-decree on maximum weight limit of vehicles circulating on the national roads of Kingdom of Cambodia.
  2. A proposal for allowing the Ministry of Industry, Mines and Energy to charge License Fee for issuing a license to run an electricity-producing business.
  3. A proposal for approval from the Cabinet on an agreement concerning the cooperation of the Mekong River Commission.
  4. Others

After the active discussions and view exchanging the cabinet achieved the results as follows:

Draft sub-decree on maximum weight limit of vehicles

circulating on the national roads of Kingdom of Cambodia

The Cabinet approved the draft sub-decree which limits the control of weight on transporting vehicles on the national roads in Kingdom of Cambodia aimed at ensuring long-term road stability consistent with road construction techniques. This sub-decree will also have advantages in ensuring orders of transporting and safely transporting, contributing to reducing traffic accidents and also state budgetary losses, especially help state units, private companies and vehicles owners to be aware of state and private interests in maintaining roads and their own vehicles. That means if the roads are good vehicles are less damaged and the state finds it possible to consolidate and expand the roads. As for the detailed limits on vehicles weight for the kinds of transporting vehicles are determined by the Ministry of Public Works and Transportation’s declaration.

A proposal for allowing the Ministry of Industry,
Mines and Energy to charge License Fee for issuing
a license to run an electricity-producing business

The Cabinet approved the proposal of the Ministry of Industry, Mines and Energy to allow for charging license fee for running an electricity-producing business.

The license fee allowed by the Cabinet to temporarily charge is 500 riels per KW (per year) for generators with power of below 500 KVA. For generators with power of over 500 KVA will be separately determined.

At the same time, while issuing the license to run the business, the Ministry of Industry, Mines and Energy has the job to control and inspect business techniques in order to defend both the business owners’ and consumers’ interests.

A proposal for approval from the Cabinet on an agreement
concerning the cooperation of the Mekong River Commission

The Cabinet gave an approval to the draft of an agreement concerning the cooperation of the Mekong River Commission passed by the Working Group of member countries - Cambodia Laos, Thailand and Vietnam.

Others

The Cabinet approved the publication of royal affairs for the purpose of disseminating Kram (codes), Laws, Royal decrees, sub-decrees, circulars and other declarations of the Royal Government so that they will penetrate the common people; and the Council of Ministers and the Ministry of Finance and Economy are responsible for this job.

The Cabinet meeting ended at 12:50pm.
