On July 23, 1999 at 8.30 morning at the Council of Ministers, there was a plenary cabinet meeting, presided over by Samdech Hun Sen Prime Minister of the Royal Government of Cambodia in order to review and pass:

1. Draft subdecree on the organization and functioning of the Ministry of Foreign Affairs and International Cooperation.
2. Draft subdecree on the assessment process of environmental interference.

After the active discussions and view exchanging, the cabinet achieved the results as follows:

The cabinet agreed and adopted the draft subdecree which states that the Ministry of Foreign Affairs and International Cooperation is given the mission by the Royal Government to lead and control foreign affairs and international cooperation field of Kingdom of Cambodia. The Ministry of Foreign Affairs and International Cooperation has such duties as: Defend and implement the Kingdom of Cambodia’s external politics and in particular sovereignty, territorial integrity as well as Cambodia’s interests on the international arena.

Draft subdecree on the assessment process of environmental interference

The cabinet also agreed and adopted the draft subdecree intending to define the assessment of environmental interference of all projects and private or public activities and examined and assessed by the Ministry of Environment before submitted to the Royal Government for approval. Regarding the examination and assessment of the reports on the environmental interference, the Ministry of Environment has to cooperate with all the relevant ministries.

The cabinet meeting ended at 13:00.
