Cabinet Meeting of the Royal Government of Cambodia

03 December, 2004

 

            The Cabinet Meeting of the Royal Government of Cambodia was met on 3 December, 2004 at the Office of the Council of Ministers and presided over by Samdech HUN SEN, Prime Minister of the Royal Government of Cambodia in order to consider:

 

1.       The draft sub-decree on the establishment of telecommunication of Cambodia as the Public Enterprise

2.       Other issues:

(i)                  Notify the Government Cabinet Meeting about Samdech Prime Minister HUN SEN signing of a number of draft legislations and agreements that were sent back to the Government by the National Assembly –third legislature- so as to resubmit them to the latter for its consideration and approval.

(ii)                The report on the technical meeting and unofficial meeting of ASEAN Heads of Civil Services within the framework of 12th ASEAN Conference on Civil Service held in Brunei Darussalam.

 

After the discussions and exchange of views, the Cabinet Meeting has decided as-follows:

I.                   About the draft sub-decree on the establishment of telecommunication of Cambodia as the Public Enterprise

 

             The Government Cabinet Meeting approved this draft sub-decree which were initiated and prepared jointly by the Ministry of Post and Telecommunication and the Ministry of Economy and Finance with the aim of making it consistent with WTO conditions that require this sector be a stare-run-company with technical aspect be overseen by the Ministry of Post and Telecommunication and the financial aspect be supervised by the Ministry of Economy and Finance.

 

                  II.        Other issues

 

          The Government Cabinet Meeting has also agreed and approved to forward 10 draft laws and Agreements to the National Assembly as below: 

 

1-      Draft law on the Adhesion to the Convention on Chemical Weapons

2-      Draft law on the Adhesion to the Treaty between the Kingdom of Cambodia and the People's Democratic Republic of Lao on Extradition

3-      Draft law on water resource management in the Kingdom of Cambodia

4-      Draft law on the Adhesion to the Vienna Convention on Consular Relationship

5-      Draft law on Statistics

6-      Draft law on the State Budgetary Liquidation for the year 2001

7-      Draft law on the Adhesion to the International Constitution of Migration 

8-      Draft law on the approval for the Kingdom of Cambodia to enter into the United Nation Convention against illegal drug trafficking

9-      Draft law on the approval for the Kingdom of Cambodia to enter into the Convention on  affected composition of mental system

10-   Draft law on the approval for the Kingdom of Cambodia to enter into the 1961 Drug Convention     

 

With regard to the report of the technical meeting and unofficial meeting of the ASEAN Heads of Civil Services held within the framework of 12th ASEAN Conference on the Civil Services in Brunei Darussalam that was presented by H.E. Pich Bunthin, State Secretary of Civil Service, the Government Cabinet Meeting has agreed to host the next 13th ASEAN Conference on the ASEAN Civil Service which will be held in Cambodia in 2005-2006 under the topic of Human Resource Management in Public Service as Strategic Partner in National Development : New Paradigm for ASEAN Context.

 

Furthermore, after having listened to the report presented by H.E. Nhim Vanda, Senior Minister and First Deputy Chairman of the National Committee for Disaster Management concerning the drought situation that occurs at the end of this rainy reason, Samdech Hun Sen Prime Minister of the Royal Government of Cambodia, has instructed the Ministry of Foreign Affairs and International Cooperation to cancel his planned visit to a number of countries so that he could have time to go to the grassroots to push the movement to water the rice field, building dams and dikes, providing relief and improving the people's living standards from now on until the end of harvest season in 2005.
