Excellency,
I am deeply sadden and shaken upon learning about the tragic missile attack on the embassy of the peoples Republic of China in Belgrade resulted in serious material damages, human casualties, and loss of human lives.
Allow me to extend, on behalf of the government an the people of Cambodia, my utmost condolences to the bereaved family and my wishes to the wounded from this barbaric incident a quick and full recovery.
The royal Government of Cambodia regards this attack, on the embassy, as and act of violation of the sovereignty of the Peoples Republic of China, Vienna Convention on the diplomatic Relation, and International law.
The Royal Government of Cambodia consistently condemns the use of force in the inter-state relation contradicted to the letter and spirit of the UN charter. I therefore call upon all parties concerned in the Kosovo conflicts to seek political settlement through serous negotiation and with due respect to sovereignty and integrity of the Federal Republic of Yugoslavia and legitimate right of the Kosovars.
The continuation of the violence and air strike against Yugoslavia only causes further casualties and greater suffering and misery to the innocent civilians.
