Opening Speech
By H.E Suy Sem, Minister of Industry, Mines and Energy, in the Signing Ceremony on Memorandum of Understanding for "The Demonstrative Research Project on Combined Power Generation Systems and the Demonstrative Research Project on Dispersed Power Generation Systems", under the financial supported by NEDO, Japan.
Phnom Penh, July 31, 2002
Today, on behalf of the Ministry of Industry, Mines and Energy and my self, I have a great pleasure to join in the "Signing Ceremony on Memorandum of Understanding for the Demonstrative Research Project on Combined Power Generation Systems and the Demonstrative Research Project on Dispersed Power Generation Systems" of the Renewable Energy this morning and I would like to express my deepest thanks to the New Energy and Industrial Technology Development Organization ("hereinafter referred to NEDO") of Japan, who have given the kindly donation for this Projects of Renewable Energy, which became a high impression in the region and in the world and a warm welcome to NEDO Relegation and especially the precisely present of H.E Tsutomu Makino, Chairman of NEDO, Japan.
I would also like to take this opportunity to summary the achievements and the bloomy masterpieces under the cooperation between NEDO and MIME for the last mostly two years.
Step 1:
Year 2000: - The installation and put into operation of Battery Charging Station run by Solar Energy PV with
total capacity of 1440 Wp to energies for 42 families and Chi so Mountain Pagoda.
Year 2001: - The installation of additional Battery Charging Station with the total Capacity of 3156 Wp run by
the Combined Solar PV Energy and Wind Energy (Hybrid System) at Chi So Mountain of Ta Keo
Province.
- The installation of Pumping Station run by PV Energy and Wind Energy (Hybrid System) for the School of Preah Kosamak of Kompong Chnaing Province with total Capacity of 1480 Wp.
Step 2:
The late year of 2001 and early 2002:
Referring to the collected data indicated that there were a rapid increasingly use Car-Type-Battery in rural areas with 3.8% in 1998 to 53.5% in 2000.
Based on the research indicated that in the year 2010 or 2015 every parts in Cambodia will be available with electricity and this achievement can be done thanks to the Government policy to encourage the participation of private sector and the demonstrative promotion of Renewable Energy to the people living in Rural and remote Areas.
Step 3:
After finishing and receiving Master plan and referring to others documents, there will be an ample donation from Japanese Government through NEDO, as it have been done to other countries in the world, to Cambodia for two big Project such as:
1/. The Demonstrative Research Project on Dispersed Power Generation Systems between PV acid Micro Hydro at Tek Cha, Prey Chhor Districts of Kampong Cham Province and
2/. The Demonstrative Research Project on Combined Power Generation Systems between PV and Biogas at Palm oil Plantation of Mong Rethtliy Group. The Projects are the gathering works such as Power Station building, the installation of Transmission, Distributions and electrical lines directly corrected to the household users.
According to the plan, after signing on the Memorandum the detailed research will start and ended to the late of year 2002, start to construct early 2003 and put into operation early 2004.

Under the fruitful co-operation I hope that both sides will meet their objective according to the plan, meanwhile I would like to admit and highly appreciate for the effort and operation of NEDO Representative in Bang Kok, in which Mr. Masahiro Mivasaki as the president and his staff.
Meanwhile I would like to take this opportunity thanks to H.E Kihitinakane Chairman of JETRO Organization to Cambodia for his full supports before and now on. More over I strongly hope that the next step for strengthening co-operation between our two countries for the development of Cambodia especially Renewable Energy to use effective natural resource existing in Cambodia to reduce Carbon dioxide to prevent the increment of temperature which become the concerns of the whole world.
To the end I would like once again to express my deep gratitude to NEDO Organization in which H.E Tsulomu Makino is a Chairman for his kindly progressing support for the projects and I also would like to thanks to Chairman and honorable participants for their concentration on the Signing ceremony today and also highly appreciate the officials of Department of Energy Technique and other relevant authorities for their accomplishments in the past and the future.
I would like to wish all of you the best wishes of prosperity, longevity and happiness.
