Explanatory Note on the Procedure and Conditions for the Admission of New Members of the Bar: Samdech Hun Sen, H.E Sar Kheng, H.E Sok An and H.E Prum Sokha

On behalf of the members of the Bar Council, I would like to humbly inform the Panel of Judges that Samdech Hun Sen, H.E Sar Kheng, H.E Sok An and H.E Prum Sokha were admitted to the Bar Association of the Kingdom of Cambodia by the Bar Council on 16 July 2004, with particular votes in accordance with article 32 of the law on the Bar. Samdech Hun Sen, H.E Sar Kheng, H.E Sok An and H.E Prum Sokha had satisfied sufficient conditions stated in the article 32 of the same law.
As per documents submitted in their applications, Doctorate Degree, Honorable Doctorate Degrees and Master Degrees submitted by Samdech and the three Excellencies were evaluated and recognized through letters No 1431, 1430, 1428 and 1429 Gyk]s of the Ministry of Education, Youth and Sports dated on 02 June 2004.
Their applications were submitted for examination and comment from H.E General Prosecutor of the Appeal Court in light of the article 33 of the above law.
The Bar Council had decided to exempt the internship for Samdech and the three Excellencies as required by the article 35 of the same law and to invite them to swear in before the Appeal Court according to the article 34 of the above law.
Samdech and the three Excellencies have requested not to practice the legal profession in order to avoid incompatibility with the public function which is a requirement set forth in the 54 of the above law.
As above reported, on behalf of the Bar, I would like to ask the Panel of Judges to celebrate the swearing-in ceremony for Samdech Hun Sen, H.E Sar Kheng, H.E Sok An and H.E Proum Sokha as required by legal procedure.
