Sub-decree on
the establishment of Cambodian Commission
for Joint Research on Culture with Thailand
(CCRC)
The Royal Government
- Seen the Constitution of the Kingdom of Cambodia;
- Seen the Royal Decree No. NS/RKT/1198/72 dated November 30,
1998 on the Appointment of the Royal Government of Cambodia;
- Seen the Royal Kram No. 02/NS/94 dated July 20, 1994
promulgating the Law on the Organization and Functioning of the
Council of Ministers;
- Seen the Royal Decree No. NS/RKT/1299/220 dated December
27, 1999 on the Establishment of the Royal Academy of
Cambodia;
- Responding to the exigent needs of the Royal Government;
Decided as follows.
Article 1
The Royal Government establishes the Cambodian Commission for Joint Research on Culture with Thailand to launch a forum for joint reflection on history and culture education especially on school textbooks for the purpose of constructing a shared historical consciousness toward the alleviation of friction and the enhancement of mutual understanding through a correct and mutual perception for the strengthening and developing of long-term bonds of friendship and cooperation between the two countries.
Article 2
The composition of Cambodian Commission is as follows:

Article 3
The Commission shall jointly hold specialized group meetings every three months and general meetings every six months. In case of exigent need, the Chairman shall invite all members for a meeting at the request of the Office of the Council of Ministers. The venue and the date of the joint meeting shall be set by mutual agreement. The recommendations of the general meeting shall be submitted to the two governments for consideration and for appropriate implementation.
Article 4
The Cambodian Commission shall set up a permanent secretariat located at the Royal Academy of Cambodia.
Article 5
The budget for the Secretariat and for various meetings in Cambodia shall be from national funds according to a budget submitted by the Cambodian Commission through the Office of the Council of Ministers.
Article 6
The Commission has the rights to examine, give approval and receive all kinds of assistance from other sources.
Article 7
The Commission shall establish specialized sub-commissions by mutual agreement.
Article 8
The members of the Commission shall participate in the meeting at the invitation of the Chairman.
Article 9
The Cambodian Commission shall use the seal of the Royal Academy of Cambodia.
Article 10
The Minister in charge of the Office of the Council of Ministers, the Minister of Economy and Finance, the Minister of Education, Youth and Sports, the Minister of Culture and Fine-Arts, the Ministers and Secretaries of State of concerned ministries/institutions and all members whose names are stated in article 2 shall enforce this sub-decree from the date of its signature.
