DECLARATION

OF

ROYAL GOERNMENT OF CAMBODIA

On July 27, 2003, another historical event for Cambodian, the 3^rd National Election will show the dynamic and unchangeable step of Cambodia on the democratic and pluralism system.

Today, Cambodia goes forward more deeper into the democracy in which people have the rights to choose their leaders through the regular election by free, fair and just climate. The national elections had been already organized two times, in 1993 and 1998. On early 2002, we organized the commune council election in a very good environment by ensuring the freedom, fairness, justice, non-violence, good order and the physical and mental security for the voters and the electoral candidates.

In the last few months, the people and the Royal government of Cambodia had the highest honor and pride to host, organize and lead the big significant meetings of the first GMS meeting, the 8^th ASEAN Summit, the ASEAN Tourism Forum, the Francophone governors meeting and the other meetings with a great successes. A few days ago, Cambodia organized and chaired the 36^th ASEAN Ministerial Meeting and ASEAN Regional Forum in which foreign ministers of powerful countries like the USA, the Russian Federation and the people’s republic of China participated. These successes testify that Cambodia has made a great change from a country that tarnished with uncertainty and insecurity to be a country with full peace, security, good order, cooperation and development.

We already well aware that the election is a very critical political competition and all competitors are the legal political parties. The Royal Government of Cambodia frequently affirms that a biggest concern in the election is to ensure that the election is conducted with free, fair, and just process in a secure and safe environment, good social order as well as the social and political stability after the election.

In order to strengthen our national security to be more solid, to ensure the security and safe environment from the opening day of the election campaign (June 26,2003) until the declaration of the final result, on behalf of the Royal Government of Cambodia and my own behalf, I would like to appeal all competent authorities, the political parties and all compatriots to make efforts to comply with the following points:     

-All security forces and the competent authorities including the commune councils and the chiefs of villages shall maintain independence and neutrality in performing obligations and roles with the responsibility in respect of laws to guarantee a peaceful, secure, and safe political environment and respect of human rights to create the trust building to the people.

- All security forces and the local authorities must promote the cooperation with National Election Committee and all election commissions and the other related agencies to activate strongly in order to ensure the security, safety, social order and to take the strong measures to prevent all activities to cause the insecurity in society and all kinds of tricks that destroy the election.

- All security forces and the local authorities have to take measures to prevent and put off on time all incidences that happen including crime, robbery, killing, the mental intimidation, the violence that cause the dangers to the lives of the representative candidates or political activists, the campaigner, the national and international observers, the election officials and the voters. All kinds of violence in any maneuver must be sentenced by laws without exception though the violators have a high ranking or in any political parties.

- The civil society organizations, the non-governmental organizations, the representatives of the political parties, the national and international observers and the compatriots should participate to assist the authorities and the competent armed force in keeping the security, the public order and providing the information related to the offenders, the intimidations and the irregular activities of the culprits who intend to pollute the environment during the campaign step and in the election day.    

            - All political parties should compete each other’s by fairness; dignity, democratic basis, freeness and the rule of law by strict abeyance to the laws, regulations, procedures and code of conduct in the election if they all dare recognize the decisions of the people who own the ballots.    

            - All citizens should keep the dignity, patience, gentleness, tolerance that are our national identities. We have to solve the problems by peaceful process to avoid the violence; respect the rights to each other’s; convince on our self to elect our favorite party without force, pressure and intimidation.      

I strongly convince that, with the tough cooperation in the tolerant spirit and by considering the national interest bigger than the political party interest, we will get the free, fair, just, non-violent election in accordance with the goals of the people who own the ballots.
