STATEMENT OF FUNCINPEC PARTY
On August 31, 1998, The Constitutional Council held a hearing at the absence of the
complaining parties,
and decided on a number of cases relating to the general elections. On this issue,
Funcinpec Party would
like to inform the public national and international of the following:
1. We have observed that the Constitutional Council through these
hearing, had decided on a limited
number of cases, while other issues of greater importance such as the formula used to
allocate seats in
the National Assembly, the reconciliation of ballots, reserved, used and unused still
remain unresolved.
2. We observed that the Constitutional Council failed to uphold its responsibilities
prescribed under article
117 of the Constitution and under the article 1 of the law on the organization and
functioning of the
Constitutional Council which requires that the Constitutional Council to resolve issues
related to elections.
3. Funcinpec Party wishes to request the Constitutional Council to continue holding
hearing to properly
address the remaining issues which constitute legal complaints officially accepted by the
Constitutional
Council.
