A Platform for Building Peaceful & Prosperous Cambodia

FOREWORD

With the goal of liberating the country from invading and expansionist foreign forces and to give Cambodia peace, independence, territorial integrity and prosperity, our beloved and venerated Samdech Euv created on March 21,1981, a National Liberation and Reunification Movement called National Unified Front for the Independent, Neutral, Peaceful and Cooperative Cambodia . The Front is known as FUNCINPEC from its French acronym. Samdech Euv has since assumed the Presidency and Leadership of this great movement.

To stay above all political parties and in the spirit of national reconciliation and reunification Samdech Euv later legally transferred all military power along with the FUNCINPEC to His Royal Highness Prince Norodom Ranariddh to pursue this royal mission.

On February 27-29,1992 at Phum Trom , Khum Ampil , Srok Banteay Ampil in Banteay Meanchey province, the FUNCINPEC convened a congress to discus and approve the creation of a political party. The party unanimously elected HRH Prince Norodom Ranariddh as its President and Leader. the FUNCINPEC party is a nationalist, royalist and Sihanoukist movement with the goal of national reunification and reconciliation.

In 1993 the FUNCINPEC party won the general elections organised under the auspices of the UNTAC. For the sake of peace, political stability and development, the party, with HRH Prince Norodom Ranariddh as its President, made a great historical sacrifice and agreed to share power in the two prime ministers formula.

The FUNCINPEC party solemnly pledges respect for the 1993 Constitution and the principle of one prime Minister's government. However, the party will actively cooperate with all political parties embracing similar political ideals and tendencies.

Confident of its victory in the upcoming elections, FUNCINPEC party is pleased to offer the present political programme to lead Cambodia in the 21st century and give the Cambodia people the peace and prosperity they desperately need for so long. The FUNCINPEC party commits to implement this platform to the best of its abilities.

Economic Policy

Establish macro- economic stability and create the institutions, instruments and policies necessary for sustainable long term economic growth and development. Raise living standards and reduce poverty by fifty percent in a decade.

Allocate at least 15% of the national budget to education

Require 65% of 12 year old children to be literate and numerate

Higher Education

Develop quality curriculum that enables student to participate in a market economy

Establish links and exchange programs with major foreign universities

Team up with the private sector in technical and vocational training.

Establish English as the official second language of Cambodia

Social Policy

Build a fair, just, and peaceful society by improving community cooperation and integration.

Improve the living standards of the rural poor by providing better education, health care and access to rural credit facilities and export markets.

Community Building

Build a strong and cooperative community through government sponsored projects, cultural events and religious ceremonies

Restore moral values in the Khmer society

Involve Buddhist monks in rebuilding and strengthening the community

Promote leadership development programme for the youth and informal community leaders

Water Supply and Sanitation

Rehabilitate urban and rural water systems

Install deep-bore tube wells with pumps in the rural areas

Construct latrines for poor urban population and in rural areas

Educate the population in hygiene and sanitation

Health Policy

Provide primary health services to all Cambodians by the year 2000. Commit to immunisation to all Cambodian children.

Implement safe birth spacing and population policies.

Allocate at least 5% of the national budget to health sector by the year 2000.

Health Sector Development

Allocate more resources to health : 5% by the year 2000.

Provide quality basic health care for every Cambodian

Re-train health staff and improve the quality of health centres and hospitals

Regulate and control the illegal distribution of fake and expired medicines

Promote preventive medicines and preventive dentistry

Maternal and Child Care

Enhance the quality of midwifes though "Train the Midwifes Program"

Vaccinate all Cambodian children against tuberculosis, polio, and measles

Support and encourage infant feeding practices

Promote family planning and encourage infant feeding practices

 

HIV/IDS Program

Educate the population on the risk of HIV/AIDS

Offer community-based approach as to care of people with AIDS and their families

Capacity Development and Training

Improve training of medical educators and health workers

Coordinate capacity building with private sector and NGOs

Agriculture policy

Accord highest priority to agriculture sector as a main sector in the economic development of Cambodia.

Assist farmers to increase productivity through improved irrigation infrastructure and access to latest technology and low cost financing.

Expand production of rice and other food crops by promoting competitive market pricing

Improve productivity and yield by using latest technology and research from the International Rice Research Institute

Use government resources to assist in finding export markets

Assist farmers in obtaining low interest loans

Improve collection and distribution of farmers' output

Forestry Management

Implement recommendations of the World Bank/UNDP on forestry management

Review and renegotiate signed concession contracts in accordance with WB/UNDP recommendations

Enforce prohibitions on illegal logging and severely punish the violators

Control and reduce over fishing and destruction of fish sanctuaries

Develop and implement public awareness campaign to reduce HIV/AIDS.

Enforce laws against sexual exploitation of women and domestic violence.

Economic Development

Support and provide skills to establish female entrepreneurs of small to medium scale enterprises

Create micro-credit lending organisation for women.

Enforce labour laws to assure female workers fair wages and safe working conditions.
