

Party PrinciplesFuncinpec Party is a royalist and Sihanoukist party that carries on from the Funcinpec front, a movement to liberate the nation under the initiation and leadership of Samdech Preah Norodom Sihanouk. It was Samdech Preah Norodom Sihanouk that enabled the people of Cambodia to regain our independence and national unity.
Funcinpec respects people's freedom, justice and people's dignity in order to build the Cambodian nation in the democratic manner.
Funcinpec does its utmost to protect national independence and territorial integrity as indicated in the 1/100,000 scale map between 1933-1957 and which was recognised by the world between 1963 and 1969.
Funcinpec adheres to the national constitution and follows the free market principles. Funcinpec promotes national development in all fields. It encourages and facilitates foreign investments especially in the fields of agriculture, agro-industry, handcrafts, tourism and commerce. Funcinpec strengthens national culture and literature through the promotion of play, songs and movies. Funcinpec promotes total literacy. Funcinpec endeavours to develop human resources to the highest quality including attracting foreign aid in training abroad. Funcinpec promotes cares for the health of the people by making programme to construct hospitals in all areas, rural and urban. Funcinpec endeavours to relieve problems faced by widows and orphans through the means of education and help in the rehabilitaion.
Funcinpec will endeavour to structure the organisation of the administration in the non-partisan manner as partisan administrations very often hinder national development, national stability and security.
Party Structure
1 Direction
Follow the footstetp of Samdech Preah Norodom Sihanouk who is :
- The father of national independence
- The father of the people
- The father of peace
- The father of national unity and reconciliations
- The father of national reconstruction.
Gather people of all strata and genders to promote national reconstruction, national independence, national authority, national integrity, peace, neutrality.
Improve the organisation of national administration.
Improve national conscience for the development of the new Cambodian society based on democracy, freedom, tolerance and respects human rights and dignity.
Reconstruct national infrastructure based on free market principles.
The Party headquarters are located at the corner of Monivong boulervard and Vithei number 273, Phnom Penh, Cambodia.

3 Congress
Congress is the supreme body of the Party. Members join the congress by invitation of the president. The congress determines the policies of the Party.
Congress shall be held :
- Normally once a year.
- Whenever requested by the President or 2 thirds of the National Advisory Board for the deliberation of matters concerning general policy or of national importance.
Congress deliberates and decides on the Party constitution, Internal working procedures, elects the President, appoints National Advisory Board members in accoradance with the agenda prepared by the National Baord of Directors.
Only the Congress can amend the Party constitution, internal working procedures and decides whether to name the President an Historic President.
4 President
The President who is chracterised as Historic President does not need to be re-elected at the end of each term. Historic President is empowered to decide on major issues that are necessary and urgent for the Party.
The President is the leader of the Party. The President is the chairman of the National Advisory Board and of the National Board of Directors. The President is the representative of the Party and be responsible to the Party in all matters. The President appoints the Secretary General and a Deputy provided agreement is accorded from the National Board of Directors. The President endorses the creation of an Executive Committees proposed by the National Board of Directors.
The President has a tenure of 5 years and can be re-elected at the congress through secret ballot with at least 2 thirds of the votes. In the event that no one receives 2 thirds of the votes the candidates shall be recuded to only the 2 receving the highest votes and then the candidate shall be elected using a simple majority vote. In the case that there is only one candidate then a 2 thirds majoority vote by raise of hands shall be sufficient.
5 National Advisory Board
The National Advisory Board is the organ of the Party of which the duty is policy initiation and oversight of policy adherance by the Party. The National Advisory Board appoints the Natinal Board of Directors. The National Advisory Board endorses or rejects the management of the National Board of Directors with at least 2 thirds of the votes. In the event that the management of the National Board of Directors is rejected the Board must be dissolved and a new Board is formed.
The National Advisory Board meets regularly once every 3 months. It may meet more often if need be to deliberate policy of the Party. The meeting shall be chaired by the President or his representative in the event that the President is absent.
The members of the National Advisory Board shall be appointed from the Active members of the Party during a congress. The appointment shall be by approval on the list of names put forward. If an absolute majority approval is obtained on the list then the members shall be deemed fully appointed. The National Advisory Board shall have at least 120 members.
The National Advisory Board shall be appointed for a term of 6 years. One third of the members of the National Advisory Board who are not members of the National Board of Directors shall be changed every 2 years.
6 The National Board of Directors
The National Board of Directors has the duty to deliberate and decide on the activities of the Party and on the policy adopted by the Party at the national and international levels.
The National Board of Directors initiates all activities of the Party following the policy set by the National Advisory Board and follows up on those activities.
The National Board of Directors appraise annually the financial report of the Finance Director.
The National Board of Directors approves or disapproves the appointment of the Secretary General and the Deputy.
The National Board of Directors examines and approves the entry of new members of the Party.
The National Board of Directors act as the disciplinary advisory board and penalises any members who violate the Party constitution, the Internal Procedure or act in contrary to the policy of the Party or in violation of any other rules. Punishment may be in the form of warning, scolding, temporary dismissal or pemanent dismissal.
The National Board of Directors is elected by the National Advisory Board and shall have at 15 members for a term of 5 years. The members shall be elected from among the National Advisory Board.
7 Secretary General
The Secretary General shall be appointed by the President with the approval by the National Board of Directors. The Secretary General has the duty to assist the President and may be the representative of the President in managing matters as delegated by the President. The Secretary General shall compile a report on the activities of the Party for the President.
The Deputy Secretary General is appointed as required by the President with approval from the Board of Directors. The Deputy Secretary General shall assist the Secretary General.
The tenure of the Secretary General and Deputy Secretary General shall be the same as that of the President.
8 The Executive Committees
The Executive Committees has the duty to assist the Presdident and the Secretary General in implementation of tasks. The President forms Executive Committees as neccessary following the recommendation by the Secretary General. The Executive Committees shall serve directly under the Secretary General. The General Secretariat forms Executive offices in districts in order to implement the mandates and advice of the Party. Those Executive offices shall be managed by competent members in administration matters.
9 Dispute Resolutions Committee, Finance Commission
The Dispute Resolutions Committee and Finance Commission shall consist of at least 3 members each. The appointments shall be made by the National Board of Directors after a request is made by the President.
The selection of the Dispute Resolutions Committee and Finance Commission shall be made separately by an abosute majority of votes from the National Board of Directors for a period of 5 years.
Dispute Resolutions Committee shall have the following functions :
- Accepts and examines cases complaints from people who wish to be members but rejected by the National Board of Directors.
- Accepts and examines complaints from members who are not satisfied with the expulsion (temporary or permanent) by the national Board of Directors.
- Accepts and examines any other personal conflicts.
The verdict by the Dispute Resolutions Committee shall be final.
The Finance Commission shall audit the finance of the Party and provide opinions on the finance report of the Finance Officer.
10 Finance Contribution
Assets of the Party shall be from contributions of members, donations from people within Cambodia and outside or from other legal sources.
All funds shall be managed by the Finance Director that is appointed by the President following the proposal made by the Secretary General and approved by the national Board of Directors for a period of 5 years. Annually the Finance Director shall compile a finance report on incomes and outpayments to the national Board of Directors after advice is made by the Finance Commission.
