However,
as with any plans, the implementation of
the Strategic Plan may encounter some unexpected
issues, be they internal or external. The
following issues may arise from the implementation
of this Plan:
- Funding Issue: As indicated in the
plan, CMAC will need from 12 to 13 million
US dollars per year. This is a large
amount of money, and it requires several
donors to support the project. CMAC
lives upon external aid, which consists
of 95% of the total budget it spends
every year. If donors decide to pull
out their financial support, CMAC will
no longer be able to deliver its mission.
Funding is a crucial issue for CMAC.
However, it is expected that CMAC's
current good performance in management
and demining productivity puts CMAC
in a privilege position to maintain
the donor confidence and to mobilise
fund to support its operations.
- Demining Technology: Manual demining
is a slow and painstaking job. So far,
little has been achieved in developing
new generations of demining technology
to assist demining work. With very limited
appropriate technology, demining productivity
and safety continues to be an issue.
- Environmental factor: For example,
weather condition (such as rain, flood)
could be a serious issues, which affect
demining operations.
- Equipment supply: CMAC currently does
not charge for depreciation, which would
add to considerably to the cost of demining
per square meter. CMAC has been receiving
in-kind donations from donor countries
such as Japan, the United States, etc.
If these in-kind contributions cease
to come, CMAC will face a formidable
problem of equipment shortage. This
can affect the demining operations to
a considerable extent.
- Staff's capacity: This is an important
factor, which needs to be address appropriately
to accommodate changes arising from
the implementation of the Plan. If people
are not ready, the Plan would not be
successfully implemented. Therefore,
a capacity building programme needs
to be in place and effectively implemented.
Despite several factors as mentioned, which
may affect the successful implementation
of the Plan, it is expected that they will
not pose severe challenges for CMAC during
the course of implementation of the Plan.
Good and careful planning will put CMAC
in a good position to anticipate and address
issues related to these challenges. |
