VI. Output and Success Indicators
 
 
1. General Expected Output  
 
1.1 Area Reduction through Technical Survey  
 
It is difficult to provide a measurable objective about the suspected mined area, which will be reduced through a proper Technical Survey (mainly the collection of more accurate information on the limits of the mine fields). However, from the Level Survey One report, it is expected to reduce dramatically the size of the mine suspected area in the 30 most mine-affected districts of Cambodia.
 
 
1.2 Decrease in the Number of Mine/UXO Accidents  
 
Through different programs (Community Base Mine Riks Reduction, Survey, mass media campaign, mine/UXO clearance…), the number of mine/UXO should decrease significantly over the next few years. The Mine/UXO victim report will be a good indicator on the success of the program.
 
 
1.3 Support to the PRC  
 
CMAC is reliable on local community and CMAA to define socio-economic priorities in Mine Action. It is the responsibility of CMAA and the local authorities through the PRC process to define the clearance requirement. However, CMAC is committed to participate and support the process to ensure that the best priorities are targeted and the most economics benefits for community are met.
 
 
1.4 Productivity and Cost-effectiveness  
 
With better management practices including demining toolboxes are available in terms of technologies and methodologies, the productivity and the cost effectiveness of CMAC activities will continue to increase.

2. Success Indicators  
 
Success Indicators for Strategic Goal 01:  
 
  • Quantifiable decrease in casualty rates (at least a 30% reduction by end of project period compared to 2001 figures). The CRC Mine/Victim reports will be a major indicator to measure the impact of the mine/UXO awareness activities
  • Large mass media campaign implemented (Use of the television for the UXO awareness campaign)
  • Complete commission of establishment of Community Based Mine Risks Reduction (CBMRR) in 35 priorities districts.
  • Deployment of all teams as scheduled
  • Increase in the number of communities that participate annually in mine-area mapping, awareness activities and mine clearance prioritisation
  • Internet "homepage" regularly updated
 
Success Indicators for Strategic Goal 2:  
 
  • Updated mined area verification operating procedures by end-2004.
  • 7 Mine Detection Dog Teams are operational by end of 2004
  • Based on field trials, development by mid-1999 of a strategy or action plan for CMAC's use of alternative methods of technical survey.
  • Finalize Technical Survey 5 teams by 2003 and a further 5 teams by 2004 and conduct its activities in 20 high priority districts in by 2004.
 
Success Indicators for Strategic Goal 3:  
 
  • Clearance at average 18 square kilometers per year.
  • Practical quality control system in place

  • CMAC's Standard Operating Procedures (SOP) updated and translated in Khmer.
  • Measures of productivity, efficiency, and effectiveness and enhancement of CMAC's data analysis capacities established
  • Additional 19 EOD Teams established and operational
  • 10 new Technical Survey Teams established and operational
  • New Multi-skilled Teams (MRT) established and operational.
 
 
Success Indicators for Strategic Goal 04:  
 
  • Improved and standardized training programs that meet the training need of CMAC staff
  • Training certification system of CMAC recognized nationally and/or internationally
  • Internal capacity to assess existing and new available technology or demining SOPs
  • Permanent improvement of quality of work through regular field monitoring visits
 
Success Indicators for Strategic Goal 05:  
 
  • IMSMA operational implemented by trained staff
  • CMAC SOPs in line with the National Mine Action Standard
  • Issuance of updated SOPs in Khmer
  • Regular review of SOPs to comply with new standards and new technology
 
Success Indicators for Strategic Goal 06:  
 
  • In-house Quality Assurance capacity fully implemented.
  • Use of quality management tools to measure and analysethe results of the activities.
  • Permanent improvement in quality management
 
Success Indicators for Strategic Goal 07:  
 
  • Local staff able to manage CMAC with limited external support
  • Number of technical advisors reduced to the minimum and for specific and short term task
 
Success Indicators for Strategic Goal 08:  
 
  • National staff capacity for self-management and strategic planning are strengthened. Annual work plans and progress reports prepared every six months for review and approval by the donor Advisory Group and Governing Council.
  • Annual work plans and progress reports prepared concurrently in both Khmer and English.
  • Methodology developed for measuring improvement of productivity, efficiency, and effectiveness that will increase visibility of the progress achievement.
  • Continued high safety standards resulting in low number of safety related accidents.
  • Ability of the Quality Assurance Team to detect CMAC risks and to provide timely and effective advice to the CMAC's executive management.
  • Elaboration and implementation of CMAC Human Resources Development strategy by end-June 2003
  • Completed establishment of personnel data system by end-2003
  • A fair and transparent personnel management system, including use of regular performance appraisals.
  • Ongoing (at least monthly) management training (seminars, lectures, visits, training days, workshops, tutorials, etc.) documented by Human Resources Branch by type of training, duration, participants, etc
  • Internal directives, policies, documents, etc. issued in Khmer.
  • Demonstrated understanding and application of Standing Operating Procedures by staff in all Departments (to be monitored/assessed by Human Resources Branch, Support Department).
  • Financial Information Management System fully functional and utilized.
  • Revised accounting and financial practices developed and fully implemented
  • Continue to utilize External financial audits, which will confirm a sound financial management and accurate financial records.
  • Specific and ongoing assessment of CMAC interdepartmental relations, with action to replicate best practices or to otherwise address identified inefficiencies and bottlenecks.
 
Success Indicators for Strategic Goal 09:  
 
  • CMAC staff, especially field staff, are fully aware of the HIV/AIDS disease and how to protect themselves from acquiring such a disease.
  • HIV/AIDS preventive and awareness education materials distributed to field staff on a regular basis.
  • HIV/AIDS contamination is reduced.
 
Success Indicators for Strategic Goal 10:  
 
  • A close coordination and cooperation system and procedures in place in the implementation of the Convention.
  • The number of discovered stockpiles are greatly reduced and eventually eliminated.
 
Success Indicators for Strategic Goal 11:  
 
  • Public Information/Resource Mobilization included in the CMAC annual Integrated Work Plan.
  • Continued good reputation (both domestically and internationally) as an effective and efficient national organization (to be measured through positive media coverage, sustained donor financial and in-kind support).
  • Enough funding to support the implementation of the CMAC's Five-Year Strategy.
  • Support from the government and local authorities
 
Success Indicators for Strategic Goal 12:  
 
  • Increase productivities and cost effectiveness in mine action
  • Introduce new technologies to the field operations such as new mechanical equipments and mine detectors.
  • Introduce new and update methodologies for speeding mine action activities in Cambodia
