AKP/01 PM: Foreign Investments Are Very Important for Cambodia’s
Economy Phnom Penh, July 4, 2008 AKP -- “The major factor to develop Cambodia’s economy is foreign investments,” said Cambodian Prime Minister Samdech Akkak Moha Sena Padei Techo Hun Sen. He made this statement last Wednesday when he met with Administrative Council President of Tong Yang Investment Company Mr. Jae Hyun Hyun, in Takhmao town, Kandal province. The Cambodian Premier also welcomed Tong Yang’s investment project in Cambodia and recommended the Korean company to work with Cambodian Ministry of Economy and Finance and the National Bank of Cambodia. Cambodia Phnom Penh, July 4, 2008 AKP -- A delegation of the Republic of Guinea headed by Mr. Mohamed Lamine Fofana, Economic Adviser to Guinea Premier, left here today after concluded his visits to Cambodia. During his stay in the Kingdom from June 28 to July 4, Mr. Mohamed Lamine Fofana, has separately paid a courtesy call on Cambodian Prime Minister Samdech Akkak Moha Sena Padei Techo Hun Sen, Deputy Prime Minister and Foreign Minister Hor Namhong. He also held talks with Senior Minister and Commerce Minister Cham Prasidh, and Agriculture Minister Chan Sarun. The Guinean delegation’s visit to Cambodia was aimed at further strengthening the bilateral cooperation on diplomatic, agricultural, economic, commercial and cultural spheres between the two countries of Cambodia and Guinea. Cambodia has decided to sell 120,000 tons of rice and provide 500 tons of rice seed to Guinea. Minister Urges for Crackdown on Fishing Offences Phnom Penh, July 4, 2008 AKP -- Chan
Sarun, minister of Agriculture and Forestry and Fisheries, urged the local
authorities to promote the effectiveness of crackdown on those who committed
offences involving in the destruction of fish and fish natural habitat. Agriculture
Minister Chan Sarun, also representative of Prime Minister Samdech Akkak Sena
Techo Hun Sen said this, while presiding over a ceremony to release baby fish
in Samaki Meanchey district’s Tlok Vien commune,
Kampong Chhnang province on July 1. Illegal
fishing instruments including the very mesh net, electric shock device and
chemical substance are banned from being used, as well as being prohibited in
egg-laying-fish season and in other illicit activities such as the cutting of
flood forest. The
minister also gave some advices to the local authorities and residents on the
effective management of natural resources, the preservation of the fishery
resource and biodiversity, and flooding reforestation. He
raised the interests of the fisheries brought to the national development,
saying that the fishery sources contributed 25 percent of the GDP to the
national budget, along with agricultural sector. Nearly
1.4 million Cambodian people earn their living by fishing and about six
million others make their lives on business dealing with fisheries, he said. He
also asked for the arrangement of a strategy for accelerating storage fish
yield in the natural lake, the management of the natural resources

in Kampot Province Increase Phnom Penh, July 4, 2008 AKP -- The
investment activities in Kampot province have increased considerably,
according to a 2004-2007 summary report issued by the province. Two
companies are investing in agro-industrial farming in Chhouk district, and
nine others are planning to invest in the sector, it said. The
K Cement company is investing in cement production in Dang Tong district,
while four others have also got licences to build cement factories. Kampot
Power Plant Co. Ltd and Sino Hydro Kamchy Hydro Electricity Co. Ltd are
building hydroelectric power plants, respectively in Banteay Meas and Kampot
districts, it added. There
are five investment projects in the field of tourism in the province,
especially at Toeuk Chhou waterfall, Koh Ses island and the top mountain of

Special Economic Zone Company has created a special economic zone in Koh
Touch commune, Kampot district, said the report, adding that another company
is preparing to request a license to run business operation in exported

Vihear Temple’s Listing as World Heritage Site Is Underway Phnom Penh, July 3, 2008 AKP -- The 32nd
session of the World Heritage Committee kicked off Wednesday in Quebec,
Canada. During the session,
which will be held until July 10, the Committee will consider requests for
the inscription of new sites on UNESCO's World Heritage List, including the
Cambodia’s request to list Preah Vihear Temple as a World Heritage Site. In 2007, during
its 31st session in New Zealand, the committee had agreed in
principle to the Cambodia’s request to have the Khmer ancient temple
inscribed into the list. Thailand had also officially endorsed a joint
statement in Phnom Penh on June 18. But, on July 1, this country suspended
its support to this listing on the ground that the border demarcation between
the two countries has not been finalized yet. The International Court of Justice in Hague on June 15, 1962, ruled that the temple complex itself belonged to Cambodia. Located on
Cambodian-Thai border, Preah Vihear Temple was built between 9th
and 12th century when Khmer Empire dominated the region. According to UNESCO, the
World Heritage Committee currently consists of 21-member states namely: Australia, Bahrain, Barbados, Brazil, Canada, China, Cuba, Egypt, Israel, Jordan, Kenya, Madagascar, Mauritius, Morocco, Nigeria, Peru, Republic of Korea, Spain, Sweden, Tunisia, the United States of America.

Investment Protection Agreement To Enter into Force by End of July Phnom Penh, July 3, 2008 AKP -- The Agreement between Cambodia and Japan for the Liberalization, Promotion and Protection of Investment (JCBIA) will come into force at the end of July.
Diplomatic notes for the entry into force of the JCBIA were exchanged between the two countries in Phnom Penh on July 1 and will enter into force on July 31, said the press release of the Embassy of Japan released on July 1. The JCBIA
has high-level contents, stipulating comprehensive and detailed matters
concerning the liberalization, promotion and protection of investment, it
said. The agreement will, the press release
said, improve Cambodia’s investment environment and further strengthen the economic
relationship between the two countries. The agreement on investment protection
and promotion was signed in June 2007 by Cambodian Prime Minister Hun Sen and

Finance Minister Attends Asia-Europe Ministers’ Conference in South Korea Phnom Penh, July 3, 2008 AKP -- Cambodian
economy and finance delegation, led by Senior Minister Keat Chhon of Economy
and Finance, have been to the Republic of Korea, where they participated in the
Asia-Europe Meeting (ASEM) conference of finance ministers. The
conference is aimed at sharing the experience for economic and financial
cooperation between Asia and Europe, whose function is played in the world
economy. Owing
to the recession of the U.S. economy, the restriction of financial market
credit, the inflation growth leading to the price rise in gas and food, and
the profit earning from the capital affecting the economic and financial
situation in Asia and Europe, the conference agreed to cooperate in promoting
the financial policy between Europe and Asia to make the economy stable. The
participants also discussed other issues, concentrating on agriculture and
energy investments, climate change, the fixed cost of carbon, the enlargement
of the effectiveness in protecting the environment. The
delegates in the conference also urged for fostering the trade among the
countries in Asia and Europe, as well as safeguarding intellectual properties
and environment, and building up the capacity. ASEM

and ASEAN (the Association of Southeast Asian Nations). --AKP (By Mr. THOU Peou) -------------------- AKP/04 Guinea To Import Rice From Cambodia Phnom Penh, July 3, 2008 AKP -- Guinea senior official expressed his concern over the rice price while his country plans to import rice from Cambodia. The above-mentioned concern was made known by Mr. Mohamed Lamine, economic adviser to the Prime Minister of Guinea during Wednesday meeting in Phnom Penh with H.E. Chan Sarun, Cambodian Minister of Agriculture, Forestry and Fisheries. During the meeting, H.E. Chan Sarun assured Mr. Lamine over Cambodian Prime Minister Samdech Techo Hun Sen’s decision to sell rice to Guinea based on the price of friendship and mutual assistance’s principle. Cambodia will export some 120,000 tons of rice to Guinea with over US$ 600 per ton. In addition, 500 tons of selected rice seeds will also be sent to Guinea. Besides, H.E. Mohamed informed Cambodian Agriculture Chan Sarun of his visit to Cambodia, the purpose of which, he said, is also aiming at seeking to boost the bilateral cooperation with Cambodia in the fields of trade, agriculture, diplomacy and culture. Rubber Phnom Penh, July 3, 2008 AKP -- Cambodia will export some 50,000 tons of dried rubber to the international market in 2009, a conspicuous rise over the current 30,000 tons a year, an official said. International market demands for rubber and rising rubber prices will be an incentive for Cambodia to step up rubber exports, Vietnamese News Agency quoted General Director of the General Directorate of Rubber Plantation Ly Phalla as saying. Cambodia's rubber exports will continue to rise as the new rubber trees, which have been planted over the past five years under an expansion project, are tapped for resin, he added. Cambodia
