Cambodian PM: Relations between Cambodia and Thailand Go Down Due to Thailand’s Encroachment on Cambodian Territory

            Cambodian premier said the relations between Cambodia and Thailand went down due to Thailand’s encroachment on Cambodian territory and ex-Thai Premier Thaksin Shinawatra’s resignation does not comply with a request of Bangkok.

 

            Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia said this while presiding over a ceremony held at the National Institute of Education to confer certificates to students who graduated from the private University of Human Resources.

 

            The Cambodian premier also blasted Thai politicians in Bangkok for misunderstanding him.

 

On the part of Thaksin's resignation, he said, Cambodia only approved his request to do so and his resignation had nothing related to any interest for Cambodia and Thailand.

 

            He said he cannot be satisfied with relation with Thailand as long as Thai soldiers maintain a presence inside Cambodian territory.

 

            The Cambodian premier also appealed to Thai parliament to approve agreements made by the foreign ministers of the two countries in order to help solve the border problem.

 

            He said once the three agreed minutes approved by the Thai parliament, after then it will pave the way for the two governments to continue smooth talks and will help solve the border problem.   

 

“Cambodia is still patient to solve the border dispute by peaceful means in a framework of bilateral talks and if there is nothing changed in a withdrawal of Thai army from Cambodian soil, the third mediation is still necessary to solve border conflict between the two nations,” he said.

 

            The Cambodian prime minister also said he is ready to hold talks with Thai Prime Minister Abhisit Vejjajiva and such meeting will be learned in the several upcoming venues and events such as Asia-Europe to be held in Brussels early in October, ASEAN Summit to be held in Vietnam in late October or leaders' meeting of ACMECS to be held in Cambodia in November. --AKP

PM Urges All Educational Establishments To Pay Much Attention on Quality

 

Phnom Penh, September 2, 2010 AKP --

 

            Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen has reminded the educational institutions to pay much attention in strengthening the quality of education.

 

            The remarks were made known here on Wednesday when he presided over a graduation ceremony at the National Institute of Education.

 

 "Paying attention to the quality of education is a priority to develop the country, he said.

 

            Samdech Techo Hun Sen asked all educational institutions to further promote the training programs and enhance the education on sciences, technology, culture, arts, sports, as well as to combine the theoretical knowledge and practice in law policy, disciplines, ethics and morality to students.

 

            He also urged all educational establishments to pay much attention in increasing the scholarships for poor students to enable them to continue their studies in higher education.

 

            According to the figures of the Ministry of Education, Youth and Sports, over 160,000 students are studying in 88 higher educational establishments, of them 54 are private and 34 public, while some 3,500,000 others are going to primary and secondary schools across the country. --AKP

Cambodia To Build 555-meter Tower in Phnom Penh

 

Phnom Penh, September 2, 2010 AKP --

 

            Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen has announced a project to build a 555-meter tower on Koh Pich Island, Phnom Penh.

 

            The Royal Government of Cambodia is planning with the private sector to build a 555-meter-tall tower, which would be shorter than the Dubai’s tower (828 meters) and taller than other buildings in Asia, the Cambodian premier said at a graduation ceremony yesterday.

 

            “I think we can do it. I have sent the building’s plan to H.E. Im Chhun Lim (minister of Land Management, Urban Planning and Construction), H.E. Kep Chutema (Phnom Penh governor) and H.E. Pung Kheav Se (director general of Canadia Bank),” he added.

 

With this highest building, people will be able to see the beautiful landscape of Phnom Penh and Tonle Sap River, he said. --AKP

S. Korean Garment Manufacturers Eye Cambodia’s Markets

 

Phnom Penh, September 2, 2010 AKP --

 

            Representatives of 10 garment factories from South Korea had met with about 30 local companies related in garment industry on Wednesday in Phnom Penh to discuss investment opportunities in Cambodia.

 

Gue-Bae Yeoum, team manager of Korea Federation of Textile Industries, was quoted by Chinese News Agency Xinhua as saying at the sideline of Cambodia-Korea business matching forum on Wednesday that so far about 30 garment and textile factories owned by South Korean investors have been operating in the country, but it is still low compare to Vietnam.

 

“The Cambodian government does not do intensive promotion about the industry in Korea that’s why many of (South) Korean investors don’t know clearly about the sector and they hesitate to invest in Cambodia,” he added.

 

Ian Cheong, manager of Daehyun Textile based in South Korea, which has been working with a lot of partners in Vietnam said that he will learn more about the Cambodian industry and try to have connection with local business persons.

 

“We come here to make a new partner with Cambodia, but, I need time to study more about this new market because we don’t know much,” he said.

 

Despite global economic crisis, Cambodia’s garment sector still remains strong in terms of providing jobs to Cambodian people, a government data released earlier showed.

 

The data provided by the Ministry of Commerce showed that there are currently 320,734 workers, among them 293,664 are women -- all are working in 269 factories across the country.

 

In 2009, it showed the total garment exports to foreign countries amounted to US$2,385 million. And in the first half of 2010, garment and textile exports increased by 11 percent to US$1.33 billion from US$1.2 billion in the same period in 2009, according to the Commerce Ministry’s figure published recently. --AKP

EU Supports Kampot Pepper Promotion Association

            The European Union has encouraged the Kampot Pepper Promotion Association to improve the quality of pepper production for the European Union market.

 

            Mr. Rafael Dochao Moreno, chargé d’affaires of the EU Delegation to Cambodia, said this during his recent visit to Kampot province to inspect some EU funded projects.

 

            Cambodia’s pepper can be sold from US$30 to US$100 per kilogram in the European market, while in Cambodia the price is only from US$10 to US$12 per kilogram, he said.

 

             Mr. Nguon Lay, president of the Kampot Pepper Promotion Association said pepper plantations in Kampot and Kep provinces can harvest more than 17 tons annual. --AKP

Children’s Library Opened in Phnom Penh

 

Phnom Penh, September 2, 2010 AKP --

 

            A library for kids, a donation from the residents of Japanese city of Hiroshima was officially inaugurated here last Sunday.

 

            Located on the first floor of the Hiroshima House in the Ounalom Pagoda complex, the library has hundreds of illustrated children's books, mostly of Cambodian and Japanese folktales translated into Khmer language.

 

            Venerable Lim Long; Katsuhiro Shinohara, a former Japanese ambassador to Cambodia; Takashi Hiraoka, a former mayor of Hiroshima and now director general of the Association for Exchange between Hiroshima Citizens and Cambodia; representatives of NGOs; and students attended the inaugural ceremony.

 

            According to the former Japanese ambassador who speaks fluent Khmer, the library, contributing to increasing Cambodian children’s reading habit and knowledge, is the result of cooperation between Japanese and Cambodian people and Ounalom Pagoda’s monks.

 

            The four-floor Hiroshima House was built from 1995 to 2006 with the financial support from Hiroshima’s residents in favor of peace and Cambodia-Japan relationship. --AKP

Cambodia-Iran Cooperation in Petroleum and Gas Sectors

            Cambodian Deputy Prime Minister and Minister in charge of the Office of the Council of Ministers H.E. Sok An received here on Aug. 30 Ambassador of Iran to Cambodia Mr. Seyed Javad Ghavam.

 

            The meeting particularly focused on cooperation between both countries on petroleum and gas sectors.

 

            According to the meeting, Cambodia will send its experts to Iran to further learn about the country’s experiences and for its part, Iran will send its technical group to Cambodia to cooperate in petroleum and gas exploration.

 

            The Hanoi-based Iranian ambassador also expressed his country’s intention to import Cambodian rice and to cooperate in other fields including culture and tourism.

 

In reply, the Cambodian deputy prime minister warmly welcomed Iran’s intention and the two countries’ cooperation in the fields of petroleum and gas. --AKP

Cambodia To Host 2011 ASEAN Tourism Forum

            Cambodia has officially announced to host the 2011 ASEAN Tourism Forum (ATF).

 

            The announcement of the 2011 ATF and the Tourism Ministry’s new website (www.tourismcambodia.org) were made here on Aug. 31 at Naga World Hotel under the presidency of Deputy Prime Minister and Minister in charge of the Office of the Council of Ministers H.E. Sok An, with the participation of some 1,000 government officials, private sector’s representatives and foreign ambassadors to Cambodia.

 

            According to Tourism Minister H.E. Thong Khon, the upcoming ATF under the theme “ASEAN - A world of Wonders and Diversity” will be held from Jan. 18 to 21, 2011 at Koh Pich Conference and Exhibition Center. Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen will preside over the opening ceremony of the forum, he said.

 

            The forum will hold a series of related meetings including ASEAN Tourism Ministerial Meeting, ASEAN Tourism Ministerial Meeting with dialogue partners, ASEAN Tourism Conference (ATC); tourism exhibition TRAVEX with around 420 booths; and a friendly golf tournament organized and sponsored by CNN.

 

            For his part, H.E. Sok An said that the forum is an important opportunity for all countries, especially the ASEAN member countries, ASEAN+3 and ASEAN+India, Australia and Russia to share opinions, experiences and strategies for the tourism development.

Cambodia To Hold ASEAN Defense Ministerial Meeting in 2012

Cambodia will host the Second ASEAN Defense Ministerial Meeting (ADMM) in Phnom Penh in 2012.

 

 Deputy Prime Minister and Minister of National Defense H.E. Tea Banh said in a meeting on Aug. 31 at the ministry.

 

H.E. Tea Banh hoped that the 2012 ADMM will be as successful as the multinational military exercise “Angkor Sentinel 2010,” hosted by Cambodia in July this year. --AKP

Anti-Corruption Unit Officers Sworn In

            Fourteen of the 100 members of the Anti-corruption Unit took an oath here yesterday at the Court of Appeal to implement their profession as judicial police and to begin investigating suspected corruption cases.

 

            The swearing-in is in conformity with the article 67 of the 2007 Penal Code.

 

            The 14 members include the chairman and the three vice-chairmen of the Anti-corruption Unit.

 

            Uk Savuth, prosecutor-general of the Court of Appeal, said the Anti-corruption Unit’s judicial police was empowered to arrest any suspects of corruption. --AKP

Over 1,000 Families in Svay Rieng Receive Donation from Cambodian Red Cross

            Some 1,520 poor families from different districts and cities of Svay Rieng province have received donation from the Cambodian Red Cross (CRC).

 

Addressing the donation distribution ceremony held on Aug. 30 in Svay Rieng province, CRC President Lok Chumteav Bun Rany Hun Sen said she was so happy to offer some donation to poor people, people living with HIV/AIDS, aged people, and orphans.

 

The donation, worth approximately US$37,000, is from local and international charitable people as well as from the King, King-Father and Queen-Mother, Lok Chumteav Bun Rany Hun Sen said.

 

Each family got rice, can fish, instant noodle, scarf, sarong, blanket, net, bread, and drinking water. --AKP

Cambodian Information Minister Praises Cambodian and Thai Media

            Cambodian Information minister lauded Cambodian and Thai journalists for the maturity of their journalism professional career.

 

            Speaking at a meeting of ASEAN media union held at Phnom Penh Hotel on Aug. 29 with the participation of Deputy Prime Minister H.E. Nhiek Bun Chhay and visiting Thailand’s Deputy Commerce Minister H.E. Alongkorn Ponlaboot, Information Minister H.E. Khieu Kanharith said even though there were tensions and wars of words between the two countries over one year ago, the media of the two countries did not incite racial hatred of each other, so it showed that they were mature for their professional job.

 

            The minister said he was pleased with the meeting of ASEAN media union which gave an opportunity to exchange experiences and understand each other, and which especially was attended by Thailand’s Deputy Commerce Minister H.E. Alongkorn Ponlaboot.

 

            Thailand wished to set up special economic zone at the border between the two countries, aimed at benefiting both Cambodia and Thailand in term of trade and tourism, mainly giving jobs to the Cambodian labors and contributing to the poverty reduction, he said.

 

            He also urged the media of the two countries to maintain their political maturity and professional career.

 

            As compared to ASEAN-member countries, Cambodian journalists are more junior than those in ASEAN, he said, adding that “we made great efforts through training given by the partners and non-government organizations. --AKP

Cambodia, VN Ink Education Cooperation Deal

 

Phnom Penh, September 1, 2010 AKP --

 

The Cambodian Ministry of Education, Youth and Sports and the Vietnamese Ministry of Education and Training on Aug. 31 signed a cooperation agreement for this year.

 

Under the agreement that was inked in Hanoi, Vietnam will receive 130 Cambodian students for graduate and postgraduate courses, internship, research and short-term refresher courses on science, technology, Vietnamese language and other fields, Vietnam News Agency (VNA) reported.

 

Vietnam is also willing to receive Cambodian students who wish to study in Vietnam with their own money or with funding from international organizations and the Cambodian government.

 

For its part, Cambodia will accept 10 Vietnamese students for study at its universities and 20 officials to learn Khmer language in two years.

 

The two countries will send their working teams to one another to review the cooperation and examine their students’ study outcomes.

 

The countries will support cooperation in scientific and educational research between Phnom Penh and Ho Chi Minh City as well as between provinces sharing the border and encourage the exchange of educational materials, magazines and reviews. --AKP

Asia-Pacific Workshop on Pro-Poor Policies on Food, Agriculture Opens in Cambodia

            An Asia-Pacific workshop held in Cambodia calls for strengthening capacity for policy analysis over pro-poor policy in food and agriculture, Chinese News Agency Xinhua quoted a statement released Tuesday as saying.

 

            The statement released by Food and Agriculture Organization (FAO) said the one-week workshop started on Monday is proving theoretical and practical grounding in pro-poor policy concepts and related tools.

 

            The workshop is held in the northern province of Siem Reap, and the meeting was opened by Kith Seng, undersecretary of state of the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the FAO representative in Cambodia, Ajay Markanday.

 

            At the opening, Kith Seng expressed his support to endeavors for “creative exchange of experiences and debate toward fostering agricultural and rural development in the region.”

 

            In addition to the workshop’s capacity strengthening focus, Ajay Markanday urged participants to “learn from other participant countries’ experiences, challenges and solutions and gain insights from their lessons learned and best practices.”

 

            According to Sumiter Singh Broca, policy officer based at FAO’s regional office for Asia and the Pacific in Bangkok, “the workshop presents an exciting opportunity to address general economic concepts and analytical tools required for sound policy making, in the context of rapidly changing preferences, technologies, and institutions in food and agricultural markets.”

 

            Twenty-four officials from nine Asia-Pacific region countries are attending the workshop which will end on Sept. 5.

 

            The workshop is organized by an FAO Pro-Poor Policy regional project funded by the International Fund for Agricultural Development (IFAD) and the National Food Policy Capacity Strengthening Programme in Bangladesh supported by USAID and the European Union. --AKP

Vietnam Provides Electricity to Cambodia

 

Phnom Penh, September 1, 2010 AKP --

 

The Electricity of Cambodia (EDC) and Vietnam’s National Power Transmission Corporation (NPT) on Aug. 31 held a conference in Ho Chi Minh City, Vietnam on the Chau Doc-Takeo 220kV power line from Vietnam to Cambodia.

 

At the conference, the two sides discussed issues including power transmission between the two countries, developing power networks, as well as technical problems and maintenance work, according to Vietnam News Agency (VNA).

 

Nguyen Van Bay, head of the technology department of Power Transmission Company No 4, said that after 16 months of operation, the Chau Doc-Takeo power line has provided Cambodia with over 912 million of kWh of electricity, contributing to dealing with the shortages of electricity in Cambodia. 

 

The project is part of an agreement between the two governments and a contract between EDC and EVN signed in July, 2000. Its maximum transmitting capacity is 200MW with an average output from 900 million kWh to 1.4 billion kWh. --AKP

Slovak President To Visit Cambodia in Early September

 

Phnom Penh, August 31, 2010 AKP --

 

            President of the Slovak Republic H.E. Ivan Gasparovic will lead a high delegation to pay a State Visit to the Kingdom of Cambodia from Sept. 7 to 10, at the invitation of His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia.

 

            The Slovak president will be received in Royal Audience by His Majesty the King at the Royal Palace, said a press release of the Cambodian Ministry of Foreign Affairs and International Cooperation.

 

            Besides, H.E. Ivan Gasparovic will receive courtesy calls by Samdech Akka Moha Thamma Pothisal Chea Sim, President of the Senate, Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly, and Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister.

 

            During the visit, the Slovak president will also visit Angkor temples in Siem Reap province, the press release added.

 

            The visit is aimed at strengthening and expanding the existing friendly ties and the bilateral cooperation between the Kingdom of Cambodia and the Slovak Republic, it said. --AKP

Cambodia To Examine Opening of Orthodox Office

            Visiting Orthodox Representative Mr. Eric Duval has sought a permission to open an Orthodox representative office in Cambodia to help the country in humanitarian works.

 

            During a meeting here on Aug. 31 with Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen, Mr. Eric Duval briefed the Cambodian premier on the Orthodoxy’s humanitarian activities in Cambodia, Ieng Sophalet, assistant to Samdech Techo Hun Sen, told reporters upon the meeting. 

 

            In reply, the Cambodian prime minister recommended Mr. Duval to address an official letter to the Cambodian Ministry of Foreign Affairs and International Cooperation, seeking its permission to open an Orthodox office in the Kingdom.

 

He further expressed his warm welcome and thanked Mr. Duval for his assistance to Cambodia, especially in building a health center in Pailin.

 

M. Eric Duval said he is planning to help Cambodia in the fields of education, health and agriculture. --AKP

Vietnamese PM Suggests Mutual Legal Assistance Agreement between Cambodia, Vietnam

 

Phnom Penh, August 31, 2010 AKP --

           

            Cambodia and Vietnam should make joint efforts to sign an agreement on mutual legal assistance to boost the cooperation between the two nations, Chinese News Agency Xinhua quoted Vietnamese Prime Minister Nguyen Tan Dung as saying in Hanoi on Monday.

 

            Dung made the proposal at a meeting with Cambodian Minister of Justice Ang Vong Vathana during his working visit to Vietnam.

 

            Prime Minister Nguyen Tan Dung said at the meeting that Vietnam wants to increase cooperation with Cambodia in all fields including politics, diplomatics, economics, justice, culture and social affairs.

 

            As Vietnam has had a long-lasting relationship with Cambodia, the two sides should further promote the friendship cooperation, said Dung.

 

            Dung proposed the ministries of Justice of the two countries to work closely together to reach a mutual legal assistance agreement in order to boost the two countries’ economic and trade cooperation.

 

            The signing of the mutual legal assistance agreement will lay the legal foundation for people and companies of the two countries to increase understanding, build confidence and bolster friendship between the two nations.

 

            At the meeting, Cambodian Minister of Justice Ang Vong Vathana said in the previous negotiations, Cambodian Ministry of Justice and Vietnamese Ministry of Justice have made a lot of efforts to sign a mutual legal assistance agreement between the two countries in the coming time. --AKP

Tourism Minister Meets Delegation of Japanese Tourism

            Cambodian Tourism minister said that Japanese tourist arrivals in Cambodia increased by 8 percent in the first seven months of 2010, a fifth place of tourism market, if compared to the same period last year.

 

            H.E. Thong Khon, minister of Tourism told this to a 30-member delegation of Japanese tourism in Preah Sihanouk province on Aug. 28, who visited the province to understand the potentials for tourism investment and transport service.

 

            If there is a direct flight from Japan, he thought the number of tourists will increase much more than this, he said.

 

            The minister elaborated on the potentials for the provincial tourism.

 

            The province has beaches, resorts, waterfall, deep seaport, international airport.

 

            He said the Tourism Ministry applied for the coastlines, stretching from Koh Kong, plus Preah Sihanouk, to Kep, to be recognized by an international organization as a member of the World’s Most Beautiful Beaches Club.  

 

He said the provincial authorities worked hard to prevent the costal areas from being polluted to become a member of the club in the near future.

 

He said tourism sector in the Kingdom is one the country’s backbone after agriculture and garments to contribute to the national revenue, mainly poverty reduction.

 

Mr. Masahiko Inada, Japanese tourism delegation leader, thanked the minister for his recommendations, pledging to encourage Japanese tourists to visit the Kingdom.

 

Next time, he said he will bring Japanese tourists to take direct flight to land at Keng Kang International Airport of Preah Sihanouk province. --AKP

S. Korea’s Energy Firms Seek Local Business Partners in Cambodia

            Twenty electricity ad energy firms from South Korea are looking for local business partners in Cambodia on Monday, Chinese News Agency Xinhua reported.

 

            Kim Yoon Kyong, assistant to the manager of Korea East-West Power Co., headed South Korean firms for the meeting with some 67 Cambodian companies doing business in energy sector on Monday in Phnom Penh.

 

            Kim said that the 20 South Koran firms are specialized in power plant construction, manufacturing power plant machinery, chemical and petrochemical refinery plant equipment, heavy electronic equipment, wind and solar energy and mining plant.

 

            “We are here to seek local business partners in the sector of power and energy,” he said, adding that the electricity and energy sectors in Cambodia are still poor and there is large opportunity to develop it.

 

            “Products for power and energy plants are not quite good in quality in Cambodia and prices are also high,” he said. “But our products will be with competitive prices – about 30 percent cheaper than those of other countries and the quality is good.”

 

            Korea East-West Power Co. operates six power plants in South Korea accounting for 12.9 percent of South Korea’s power generation facilities.

 

            “We hope that power and energy sector in Cambodia will be as developed as that in Korea in the future,” said Iv Visal, the deputy chief of the Power Distribution Department at the Electricité du Cambodge in the meeting on Monday. --AKP

Vietnamese President Concludes Visit in Cambodia

            President of the Socialist Republic of Vietnam, H.E. Nguyen Minh Triet concluded on Aug. 28 his three-day state visit in Cambodia.

 

            On Aug. 27 at the Royal Palace, the visiting Vietnamese president was received in royal audience by His Majesty Norodom Sihamoni, King of Cambodia. Both sides agreed to continue to further consolidate and expand the traditional ties of friendship and cooperation between the two countries and peoples.

 

            Following on the same day, Vietnamese President Nguyen Minh Triet held talks with First Vice President of the Senate H.R.H. Sisowath Chivoan Monirak and Acting President of the National Assembly H.E. Nguon Nhel. The Cambodian leaders highly evaluated the visit of the Vietnamese president to Cambodia, which, they said, helped prove the good relationship and solidarity between the senior leaders of the two nations and further foster the cooperation in all domains between Cambodia and Vietnam.

 

            Also on the same day, during their meeting, Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen and visiting Vietnamese H.E. President Nguyen Minh Triet underlined that the development of Cambodia and Vietnam are inseparable from both countries’ mutual support and contribution, Ieng Sophalet, assistant to the Cambodian premier told reporters upon the bilateral talks.

 

            The two leaders were committed to push the border landmark planting and demarcation so that the work could be completed as agreed by both sides in order to build a border with peace, friendship, and cooperation, he added. 

 

            During his visit in Cambodia from Aug. 26 to 28, the Vietnamese president also paid respects to Great Supreme Patriarchs Tep Vong and Bour Kry. He joined in with Cambodian Deputy Prime Minister and Finance Minister H.E. Keat Chhon in the talks on “Experience, potential and opportunities for Vietnamese investors in Cambodia.”

 

He attended the opening ceremony of representative office of the Voice of Vietnam based in Phnom Penh and visited the Cambodian-Vietnamese Friendship School in Kampong Chhnang province before returning home.

Finance Minister Shows Cambodia’s Potentials in Cambodia-Vietnam Business Forum

            Deputy Prime Minister H.E. Keat Chhon, minister of Economy and Finance said that Cambodia has a considerable potential for agriculture, agro-industry, infrastructure, export industry, tourism and natural resources.

 

            H.E. Keat Chhon said this in a Cambodia-Vietnam business forum held here on Aug. 28 with the participation of Vietnam’s President H.E. Nguyen Minh Triet, who is on a three-day state visit to Cambodia.

 

            He said Cambodia’s economic growth is expected to reach around 5 percent in 2010.

 

            “The inflation goes down dramatically due to the decrease of the food price and the exchange rate in Cambodian currency against US dollars remained stable.”

 

            “The gross international reserved fund increased to over US$2.5 billion in the first six months of 2010 from US$2.3 billion in early 2010, a figure ensuring the importation for more than 4 months.”

 

            He said the royal government under the clear-sighted leadership of Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen, Cambodia could maintain the macro-economic stability, financial sector and social stability, mainly promoting the livelihood of Cambodian people.

 

            A series of agreements between Cambodia and Vietnam was signed to promote the investment in the countries, according to the minister.

 

            Vietnam has invested in agriculture, mining, finance-banking, healthcare, energy, light industry and hydro-electricity in Cambodia. --AKP

China Pledges to Continue Its Support and Assistance to RCAF

China has reiterated its position to strengthen the cooperation with Cambodia’s Ministry of National Defense.

 

The comment was made by Sr Colonel Wu Xiao Yi, head of the office of Asian Affairs under the Department of International Relations of the Ministry of National Defense of the People’s Republic of China, during his meeting last Wednesday in Phnom Penh with Secretary of State at the Ministry of National Defense of Cambodia General Moeung Samphan.

 

In any events and circumstances, the people and the armed forces of China keep continuing their support and assistance to the Royal Cambodian Armed Forces (RCAF), said Sr Colonel Wu Xiao Yi, who led a military delegation to visit Cambodia, adding that though the support is in a small scale, it is genuine.

 

He also told General Moeung Samphan of his visit here, the purpose of which he said is to supervise some construction buildings funded by China’s Ministry of National Defense, including the infantry institute and the Preah Ketomealea military hospital, he said.

 

In reply, Gen. Moeung Samphan expressed his profound thanks to the military aids provided subsequently by the government of China, especially to the RCAF’s reform program. --AKP

UN-ESCAP, ABU Support Roadshow on Emergency Warning Broadcasting Systems

A workshop on Emergency Warning Broadcasting Systems (EWBS) Implementation was opened here today in the presence of Information Minister H.E. Khieu Kanharith.

 

Jointly organized by the Asia-Pacific Broadcasting Union (ABU) and the Cambodian Ministry of Information, with the support from the United Nations Economic and Social Commission for Asia and the Pacific (UN-ESCAP), the two-day Roadshow aims to train on how concerned government agencies and broadcasters can work together to disseminate early warning messages.

 

It will also attempt to create awareness on coordination process and procedures for disaster warning.

 

As many as 110 trainees from relevant ministries and media organizations are participating in this workshop, which will showcase how broadcasters can make use of the technology to implement early warning systems on their existing national broadcast networks. Experts in the field of EWBS will carry out focused sessions and system demonstrations to emulate how the system works and how best to coordinate the process within the involved agencies, both national and regional.

 

Mr. Ahmed Nadeem, representative of ABU, said EWBS are very important in providing warnings to the public about impending natural disasters.

 

Information Minister H.E. Khieu Kanharith attached much importance to the EWBS, praising ABU and UN-ESCAP for running the workshop to raise journalists’ skills in disseminating early natural disaster warning messages.

 

Such workshop has already taken place this month in Malaysia and Thailand. It is also scheduled to be held in September in Vietnam, the Philippines and China. --AKP

Five-year HARVEST Program in Cambodia

Agriculture, Forestry and Fisheries Minister H.E. Chan Sarun on Aug. 27 met with USAID Mission Director Mr. Flynn Fuller to discuss the implementation of HARVEST (Helping Address Rural Vulnerabilities and Ecosystem Stability) program in Cambodia.

 

With the life span of five years, the USAID-funded program will begin in November this year. It will cover all provinces around the Tonle Sap Great Lake, and Prey Veng and Svay Rieng provinces.

 

The program entails thematic areas such as improvement of agricultural productivity, post-harvest technology, the enforcement of the legal procedure concerning agricultural sector, and the management, preservation and development of natural resources and of climate change.

 

Mr. Flynn Fuller emphasized in the meeting that USAID will make sure the implementation of HARVEST program is inline with existing government’s policies and strategy. The program unpacking demands close cooperation with the Ministry of Agriculture, Forestry and Fisheries as well as with concerned development agencies. --AKP

EU Parliamentarians Pledge to Assist Cambodia’s Health

            A group of EU parliamentarians have pledged to boost long-term assistance to Cambodia’s public health sector to achieve the 5th Cambodian Millennium Development Goal (CMDG) by 2015.

 

            The commitment was made known at a press conference here on Aug. 27.

 

            On the occasion, the EU parliamentarians expressed their interests in the Cambodian people’s welfare development in rural area.

 

            The EU parliamentarians are from Belgium, Germany, Lithuania, Spain and France, arrived here on Aug. 22 for a week-long visit to Cambodia.

Green Trade Company To Provide Loans to Farmers

A local company known as Green Company initiated credit provision to farmer community late last week to ensure farmers’ affordability to produce rice for export.

 

This is a lasting endeavor of the company in producing rice with quantity, quality and standard for export to the international market, which is a right track toward the long-term commitment of the Royal Government of Cambodia.

 

The company has formed its farmer community in Battambang province. However, not all farmer community members can afford the start-up capital to realize the above-said purpose. The consultative meeting on the initiative was attended by some 150 farmer community representatives.

 

According to Green Company representative Mr. Ny Lyheng, from March to April 2010, the company exported rice to Australia, France, Germany, Spain, Italy and Singapore.

 

In addition to credit provision, the company guarantees to buy the rice from all farmer community members and to provide the community with necessary facilities in the course of rice production process. --AKP

Cambodia Wins Bronze Medal at the Youth Olympic Games in Singapore

            Cambodia has won a bronze medal at the First Youth Olympic Games in Singapore.

 

The country has sent four athletes to take part in the swimming, wrestling, judo and running events, but only Som Sopha, 15, won the bronze medal in judo.

 

Vath Chamroeun, secretary general of the National Olympic Committee of Cambodia (NOCC), said the Kingdom ranked 79th out of 205 countries that participated the games.

 

Thong Khon, minister of Tourism and NOCC chairman, who welcomed the return of the Cambodian athletes on Aug. 27, provided US$1,000 to the bronze medallists, and US$500 to her coach. --AKP

PM Seeks ADB’s Assistance to the Development of Irrigation System

            Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen has asked the Asian Development Bank (ADB) to help develop Cambodia’s irrigation system.

 

            In a meeting here on Thursday with ADB Vice President Lawrence Greenwood, the Cambodian premier requested ADB to focus on the development of the irrigation system in Cambodia, a key factor to increase the production yield, said Ieng Sophalet, assistant to Samdech Techo Hun Sen.

 

            For his part, the ADB vice president recalled that ADB has assisted Cambodia in the fields of agriculture, rural development as well as in the development of the areas around the Tonle Sap Great Lake.

 

            He further expressed ADB’s support to the country’s anticorruption law and confirmed ADB’s contribution to helping Cambodia become an important rice exporter in the near future.

 

During the launching ceremony of the Policy Paper on the Promotion of Paddy Production and Rice Export held here on Aug. 17, the Cambodian prime minister is determined to transform Cambodia into a stockpile country for rice and a major rice exporter to the world’s markets and to make Cambodian rice internationally recognized. --AKP

MRC Secretariat’s Office in Phnom Penh Inaugurated

            The new office of the Mekong River Commission (MRC) Secretariat in Phnom Penh was put into use on Aug. 26.

 

            The inaugural ceremony was presided over by Minister of Water Resources and Meteorology H.E. Lim Kean Hor, Minister of Environment H.E. Mok Mareth and MRC Secretariat CEO Mr. Jeremy Bird.

 

            Representatives of the embassies of the MRC member countries – Laos, Thailand and Vietnam – and those from the relevant institutions were also present at the event.

 

            Addressing the ceremony, Mr. Jeremy Bird thanked the Royal Government of Cambodia for its coordination and support to the MRC’s process.

 

            According to the MRC Secretariat CEO, due to the difficulties in moving back and forth the MRC Secretariat every five years between Phnom Penh and Vientiane (Laos), MRC has decided to open another office in Cambodia’s capital city.

 

            H.E. Lim Kean Hor, also a member of MRC Council, said from now on, MRC could pay full attention to the development opportunities and the resolution of the challenges the Mekong River has been facing. --AKP

ACMECS Senior Officials’ Meeting Held in Phnom Penh

            Senior officials from the Ayeyawady - Chao Phraya – Mekong Economic Cooperation Strategy (ACMECS)’s member countries gathered here last Monday to review progress in the implementation of ACMECS’s Plan of Action and projects.

 

            The meeting, organized by the Cambodian Ministry of Foreign Affairs and International Cooperation and chaired by H.E. Dr. Hang Chuon Naron, permanent vice-chairman of the Supreme National Economic Council and Secretary of State of the Ministry of Economy and Finance, is also aimed to prepare the 4th ACMECS Summit, which will be held on Nov. 16-17, 2010 in Cambodia.

 

            Ayeyawady - Chao Phraya - Mekong Economic Cooperation Strategy, called ACMECS, is the cooperation framework among Cambodia, Lao PDR, Myanmar, Thailand and Vietnam to seize the opportunities from the strength of each member country’s economy, which is different but complementary to each other, in order to bridge regional development gap and contribute to building ASEAN community, said the meeting’s press release.

 

The ACMECS cooperation consists of 8 sectors: (1) investment and trade facilitation; (2) agricultural sector; (3) industrial and energy sector; (4) transport linkages; (5) tourism; (6) human resource development; (7) public health; and (8) environment sector which was initiated by Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia in the 3rd ACMECS Summit in Hanoi, Vietnam, it indicated.

 

            In order to promote the implementation of the Plan of Action and projects in each sector, the sectoral working group has been created and led by each member country. Cambodia, Lao PDR and Myanmar have led the working groups on tourism, transport linkages, and agriculture respectively, while Thailand has led the working groups on investment and trade facilitation and health. Vietnam also leads two working groups on human resource development and industry and energy. The working group on environment will be co-chaired by Cambodia and Vietnam.

 

            The meeting reviewed and updated the draft Plan of Action 2010-2012 by incorporating the Plan of Action for the environment sector. The draft Plan of Action 2010-2012 will be submitted to the upcoming ACMECS Summit for adoption. The meeting also reviewed and evaluated the implementation of projects in seven sectors under the ACMECS’s cooperation framework; summarized the progresses of all ACMECS’s projects including bilateral and multilateral projects implemented by the five member countries; and updated those projects in accordance to the draft Plan of Action 2010-2012. In addition, to promote the initiative of Samdech Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, on the possibility to establish the Association of Rice Producing Countries, which was agreed at the ACMECS Midterm Review Retreat in Cebu in 2007, the meeting discussed the concepts to promote rice cooperation. The meeting also agreed to accelerate contract farming cooperation among member countries.

 

            At the end, all delegates expressed their appreciations to the Royal Government of Cambodia for an excellent and successful arrangement of the meeting in order to prepare the 4th ACMECS Summit in November in Cambodia, said the press release. --AKP

U.S. Company Invests in Cambodia’s Agriculture

            The U.S.-based VSJMAXX Company has signed an agreement with the local company Brother Investment Group Co., Ltd. (B.I.G.) to jointly invest some US$2,000 million in Cambodia’s agricultural sector.

 

            The agreement was signed here on Aug. 26 by B.I.G. Chairman Mr. David Chanaiwa and Mrs. Culiffee Judy, a VSJMAXX shareholder.

 

            According to its initial project, both companies will establish a fish rearing station and pet and fish feeding product factory at the total cost of some US$5 million in Kandal province’s Saang district.

 

            Moreover, the two companies also planned to set up a solar-power rice-mill plant in Oddar Meanchey province at the cost of some US$3.2 million. --AKP

Kampot, Kien Giang Jointly Prevent Criminal Offence of Fisheries

            Kampot province of Cambodia and Kien Giang province of Vietnam have decided to set up a cooperative mechanism for jointly preventing the criminal offence of fisheries and exchanging information about the crime at the border.

 

            The decision was made when provincial officials of fisheries of Cambodia and Vietnamese officials from Kien Giang province of Vietnam gathered to hold a meeting in Kampot province on Aug. 23.

 

            The meeting was held to review the results of the work being carried out from a Memorandum of Agreement (MoA) on strengthening environmental protection, biodiversity conservation and welfare in the transboundary water area of Cambodia and Vietnam signed in March 2008 and to establish a formula to be implemented on according to the MoA.

 

            Under the MoA the two parties agree to implement the policy and framework for cooperation in management of coastal ecosystems and natural resources between the provinces of Kampot and Kien Giang in order to strengthen environmental protection, biodiversity conservation, and welfare of each province. --AKP

Vietnamese President Arrives in Cambodia

 

Phnom Penh, August 26, 2010 AKP --

 

President of the Socialist Republic of Vietnam, Mr. Nguyen Minh Triet arrived here today to begin his three-day state visit in Cambodia at the invitation of His Majesty Preah Bat Samdech Preah Boromneath Norodom Sihamoni, King of Cambodia.

 

He was welcomed at Phnom Penh International Airport by Deputy Prime Minister and Minister of the Royal Palace Kong Sam Ol.

 

            During his stay in Cambodia, the Vietnamese president will be received in royal audience by His Majesty the King at the Royal Palace, said a press release of the Cambodian Ministry of Foreign Affairs and International Cooperation.  

 

            Besides, Mr. Nguyen Minh Triet will be respectively received courtesy calls by Samdech Akka Moha Thamma Pothisal Chea Sim, President of the Senate; Samdech Akka Moha Ponhea Chakrei Heng Samrin, President of the National Assembly; and Samdech Akka Moha Sena Padei Techo Hun Sen, Prime Minister of the Kingdom of Cambodia, it said.  

 

            The Vietnamese president will also pay respects to His Holiness Buddhist Supreme General Patriarch Tep Vong, Buddhist Supreme Patriarch of Dhamma Mahanikaya and His Holiness Samdech Preah Abhisiri Sugandha Mahasangharajah Dhipati Bour Kry, Great Supreme Patriarch of Dhammayuttikanikaya of the Kingdom of Cambodia.  

 

            He will also attend the opening ceremony of representative office of the Voice of Vietnam based in Phnom Penh and visit the Cambodian-Vietnamese Friendship School.

 

Born in 1942, Mr. Nguyen Minh Triet was elected by the Vietnamese Assembly to the post of President in June 2006. --AKP

Cambodia-Thailand Full Diplomatic Relations Restored

 

Phnom Penh, August 26, 2010 AKP --

 

            Cambodia and Thailand have restored their full diplomatic relations by resending their ambassadors to resume their duties.

 

            Cambodian Ambassador to Thailand, Mrs. You Ay arrived in Bangkok on Wednesday morning, while Thai Ambassador to Cambodia, Mr. Prasas Prasasvinitchai came back to Phnom Penh on Tuesday evening.

 

            Thailand recalled its ambassador last November shortly after former Thai prime minister Thaksin Shinawatra was appointed as a personal adviser to Cambodian Premier Samdech Akka Moha Sena Padei Techo Hun Sen and an economic adviser of the Royal Government of Cambodia. In response, Cambodia also recalled its ambassador back to Phnom Penh. --AKP

Singapore Congratulates on Cambodia-Thailand Diplomatic Development

 

Phnom Penh, August 26, 2010 AKP --

 

Out-going Singaporean Ambassador to Cambodia, Ms. Tan Yee Woan has congratulated on the restoration of the Cambodian-Thai full diplomatic relations.

 

It is a good sign that both countries have resent their ambassadors to recommence their duties, said the out-going Singaporean diplomat in a farewell meeting here on Aug. 25 with Cambodian Deputy Prime Minister H.E. Sok An, minister in charge of the Office of the Council of Ministers.

 

She further hoped that the two neighboring countries will settle their border conflict by peaceful and lawful means, H.E. Phay Siphan, secretary of state for the Office of the Council of Ministers told reporters after the meeting.

 

Ms. Tan Yee Woan highly appreciated Cambodia’s development under the leadership of Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen. She also lauded the premier’s strong leadership and policy in solving peacefully the border issue with Thailand.

 

For his part, Cambodian Deputy Prime Minister H.E. Sok An explained to the Singaporean ambassador about the origin of the border dispute between Cambodia and Thailand, and briefed her on the results of the World Heritage Committee’s meeting in Brazil over Preah Vihear Temple.

 

He also welcomed Singapore for having sought the inscription of a national park and an ancient building on the World Heritage List.

 

He highly evaluated Ms. Tan Yee Woan’s diplomatic mission in Cambodia, through which he said the cooperation between the two countries, particularly the trade cooperation, has been further boosted.

 

On the occasion, the out-going Singaporean ambassador affirmed Singapore’s assistance to the National Council for Vocational Training whose duties are to give advice to the government in vocational training and labour force use, and to ensure the balance between trained resource and labour market. --AKP

Cambodia, China Pledge to Enhance Law Enforcement Cooperation

 

Phnom Penh, August 26, 2010 AKP --

 

            Cambodia and China Wednesday pledged to enhance cooperation in law enforcement, counter-terrorism, drug control and fighting transnational crime, Chinese News Agency Xinhua reported.

 

            Zhou Yongkang, a senior leader of the Communist Party of China, spoke highly of the effective cooperation in these areas during a meeting with Cambodian Deputy Prime Minister Sar Kheng.

 

            Zhou hoped the security and law enforcement organs of the two nations would work together to push forward the China-Cambodia comprehensive cooperative partnership.

 

            Earlier Wednesday, Sar Kheng, also Minister of Interior, met with China’s Public Security Minister Meng Jianzhu to sign an exchange of notes on China’s assistance of police equipment to Cambodia.

 

            Meng, also a State Councilor, said China was ready to cement bilateral cooperation within multilateral frameworks, including the Association of Southeast Asian Nations (ASEAN).

 

            During the meeting, they vowed to advance bilateral cooperation in areas such as law enforcement, counter-terrorism and drug control. --AKP

Cambodia and Vietnam Enjoy Fruitful Military Cooperation

            A senior Vietnamese military officer spoke highly of the positive and fruitful results on the bilateral military cooperation between Vietnam and Cambodia.

 

            The affirmation was made known here yesterday by General H.E. Nguyen Vinh Phu, Director General of the Logistics General Department of Vietnam People’s Army during a meeting with Cambodian Deputy Prime Minister and National Defense Minister H.E. Tea Banh.

 

On the Occasion, H.E. Nguyen Vinh Phu further briefed the national defense minister on the good cooperation between the units of the two national defense ministries as well as Vietnam’s technical and material assistance to Cambodia.

 

            In reply, H.E. Tea Banh praised H.E. Nguyen Vinh Phu for his endeavors in further strengthening and consolidating both countries’ militaries.

 

            He profoundly thanked the Vietnamese side for its assistance to Cambodia in all domains. --AKP

200 Copies of Duch Judgment Donated to Phnom Penh Courthouse

 

Phnom Penh, August 26, 2010 AKP --

 

            As many as 200 copies of Kaing Guek Eav’s judgment, alias Duch, have been donated to the head, vice heads, prosecutors, vice prosecutors, judges, court clerks and court officials at Phnom Penh courthouse.

 

            The copies of the book were handed over on Aug. 25 to Mr. Chiv Keng, head of Phnom Penh courthouse and Mr. Yet Chariya, prosecutor of Phnom Penh courthouse by Mr. Kranh Tony, acting director of administration of the Khmer Rouge Tribunal and Mr. Knut Rosandhaug, vice director of administration of the Khmer Rouge Tribunal.

 

            Speaking at the handover ceremony, Mr. Kranh Tony elaborated on the importance and the usefulness of the book.

 

            As many as 5,000 copies of the 450-page judgment and 17,000 copies of 36-page summary version have been printed and those copies are expected to be distributed to the courthouses in the country for references. --AKP

South Korea Provides Equipment to TVK

 

Phnom Penh, August 26, 2010 AKP --

 

The Korean Communications Commission (KCC) has provided technical equipment to Cambodian National Television (TVK) in Phnom Penh on Tuesday under the auspices of Information Minister H.E. Khieu Kanharith.

 

Speaking at the handover ceremony, TVK Director General Kim Kunwath said this is an opportunity for TVK to receive modern technical equipment from the South Korean government to produce programs and upgrade the broadcasting process through server system.

 

At the same time, Mr. Kim Kunwath added that TVK has been being in the process of putting into trial the T-DMB system for a two-year period.

 

For her part, KCC Vice Chairwoman Lee Kyung-ja said that KCC and the Ministry of Information are jointly and actively producing programs and she believed that Cambodia and South Korea will develop co-existently through the mutual understandings, and the exchanges of TV and technical programs.

 

She further said that this was the second assistance program and she hoped that the assistance will contribute to the development of broadcasting market in the Kingdom of Cambodia. --AKP

Deputy Director of U.S. Center for Disease Control Receives Medal

 

Phnom Penh, August 26, 2010 AKP --

 

            The Royal Government of Cambodia has awarded Medal Saha Metrei to Mr. David B. Nelson, deputy director of the U.S. Center for Disease Control (U.S.-CDC) to Cambodia.

 

            The medal conferment ceremony was held here on Aug. 25 in the presence of Minister of Health Dr. Mam Bunheng and U.S.-CDC Director Dr. Dora Warren.

 

            According to Dr. Mean Chhivon, director of the National Center for HIV/AIDS, Dermatology and STDs (NCHADS) said that during his four-year mission here, Mr. David B. Nelson has sought donation and assistance to support the HIV/AIDS and Tuberculosis projects.

 

            For his part, Mr. David B. Nelson said he is very proud to work and cooperate with the Health Ministry in fighting HIV/AIDS, in particular in taking care of and treating the HIV/AIDS patients.

 

            Addressing the ceremony, Dr. Mam Bunheng said the Health Ministry will continue to cooperate with U.S.-CDC to improve and develop the health field in Cambodia. --AKP

Phnom Penh Crown Wins C-League 2010 Championship

 

Phnom Penh, August 26, 2010 AKP --

 

The Cambodian Premier League, being renamed C-League 2010, was wrapped up at the National Olympic Stadium in Phnom Penh last Saturday.

 

            Phnom Penh Crown won the championship in play-off with 54 million Riel (Cambodian currency roughly US$12,857), and the two runners-up, Preah Khan Reach Club with 44 million Riel (about US$10,476) and Build Bright with 38 million Riel (some US$9,047).      

           

Ten teams joined the tournament held from Jun. 9 to Aug. 21 and mainly sponsored by Metfone Company. --AKP
